City offers smoother path for new restaurant owners

City Hall is trying to help new restaurant owners succeed with a new initiative called the Restaurant Start-Up Program. Eric Eckstrom reports on how it offers a more streamlined, efficient and user-friendly process to help an industry responsible for employing nearly 10 percent of Chicago residents.
