As they began taking shape, the aroma of butter and caramelized sugar filled the air. Then, the power cut off.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Natural light peeked through the few windows of Tshuna\u2019s brick-wall, tin-roof home, located in Olievenhoutbosch, a town in Gauteng, South Africa. She didn\u2019t flinch \u2013 she is used to sudden outages due to the ongoing nationwide energy crisis. But that doesn\u2019t make it easier.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI feel so bad that I am wasting so much,\u201d Tshuna, 54, said as she prepared to discard the half-baked scones. \u201cThis happens almost every time I bake.\u201d<\/span><\/p>\n<figure id=\"attachment_102837\" aria-describedby=\"caption-attachment-102837\" style=\"width: 335px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\" wp-image-102837\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2023\/05\/IMG_8140-200x300.jpg\" alt=\"Marvis Tshuna\u2019s love for baking is frequently disrupted by rolling blackouts. With no generator or certainty of when electricity would be restored (it typically takes three to four days in her area), she has recently had to throw out boxes worth of scone mix and has had little to sell.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The energy crisis began in 2007, and in 2008, Eskom, South Africa\u2019s largest producer of electricity, introduced load shedding, an area-by-area, hour-by-hour distribution of electricity that means some areas are without power for a certain period of time. Eskom hopes this will prevent a collapse of the national power grid and releases a schedule of affected areas via its website and app daily.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In February, South Africa President Cyril Ramaphosa declared a state of disaster surrounding the energy crisis. \u201cExtraordinary circumstances call for extraordinary measures,\u201d Ramaphosa said in his State of the Nation address. \u201cThe energy crisis is an existential threat to our economy and social fabric.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The<\/span> <a href=\"https:\/\/uni24.co.za\/how-much-does-a-generator-cost-in-south-africa\/#:~:text=The%20average%20price%20for%20a%20generator%20in%20South%20Africa%20is,R3%20000%20to%20R10%20000.\"><span style=\"font-weight: 400\">average price<\/span><\/a><span style=\"font-weight: 400\"> of a generator in South Africa is 6,000 rand (roughly $330), and <\/span><a href=\"https:\/\/mybroadband.co.za\/news\/energy\/422098-how-much-it-costs-to-run-a-generator-for-load-shedding.html\"><span style=\"font-weight: 400\">fuel prices<\/span><\/a><span style=\"font-weight: 400\"> vary. With nearly <\/span><a href=\"https:\/\/www.statista.com\/statistics\/1263290\/number-of-people-living-in-extreme-poverty-in-south-africa\/\"><span style=\"font-weight: 400\">18.2 million<\/span> <\/a><span style=\"font-weight: 400\">people in South Africa living below the poverty line as of 2022, many residents don\u2019t have the luxury of a generator, further enlarging the socioeconomic gulf.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to the Borgen Project, South Africa\u2019s <\/span><a href=\"https:\/\/borgenproject.org\/hunger-in-south-africa\/\"><span style=\"font-weight: 400\">11.5%<\/span><\/a><span style=\"font-weight: 400\"> food insecurity rate is only slightly higher than the U.S.\u2019s <\/span><a href=\"https:\/\/www.ers.usda.gov\/topics\/food-nutrition-assistance\/food-security-in-the-u-s\/key-statistics-graphics\/\"><span style=\"font-weight: 400\">10.2%<\/span><\/a><span style=\"font-weight: 400\">, but the energy crisis has drastically increased food waste and deepened hunger nationwide. The struggle goes beyond the inability to heat dinner \u2013 it\u2019s a trickle-down effect impacting health, economy and quality of life, beginning with the inability to maintain food supply chains.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Earlier this year, a <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=tvC5udRK_-A&amp;t=1s\"><span style=\"font-weight: 400\">video<\/span><\/a><span style=\"font-weight: 400\"> by poultry farmer Herman du Preez showing tens of thousands of dead chickens due to rolling blackouts that caused one of his chicken houses to shut down circulated the internet. Now, he is suing Eskom for over 2 million rand.<\/span><\/p>\n<p><span style=\"font-weight: 400\">To properly breed, chickens require 16 hours of light per day in heat around 70 degrees Fahrenheit, according to poultry extension specialist Dr. Ken Koelkebeck. \u201cA loss of power will damage the hatch,\u201d Koelkebeck wrote via email. \u201cElectricity is crucial to keep the lights in the breeder house on &#8230; and to run exhaust fans for proper air circulation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">When this process is disrupted, farmers cannot deliver to stores and businesses. Limited stock has led to prices rising in an <\/span><a href=\"https:\/\/www.fas.usda.gov\/data\/south-africa-food-and-fuel-feed-rising-inflation\"><span style=\"font-weight: 400\">inflationary period<\/span><\/a><span style=\"font-weight: 400\">, disproportionately <\/span><a href=\"https:\/\/theconversation.com\/rising-food-prices-hit-poor-people-the-hardest-a-close-look-at-inflation-in-south-africa-184465\"><span style=\"font-weight: 400\">impacting<\/span><\/a><span style=\"font-weight: 400\"> those living in poverty.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Once items make it onto grocery shelves and into refrigerators, they are still at risk of being wasted.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Kgothatso Shogole, a 33-year-old Kempton Park resident, once had to dump 6 liters of milk after losing electricity for four hours. He has since stopped purchasing some of his favorite perishable items. In addition to more time and money spent getting to the store, Shogole can no longer buy in bulk and spends more money on groceries.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI am not OK with this,\u201d Shogole said. \u201cWe look OK, but we are not OK.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Businesses have had to make adjustments to stay afloat, too.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Russell Grant, 37, owner of The Bioscope Independent Cinema, relies on concessions as the movie theater\u2019s biggest source of revenue. Classic cinema snacks, like slushies and popcorn, require electricity, so Grant has to make them in advance or not at all. (Jordana Comiter\/MEDILL)<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400\">Grant recognizes that to minimize profit loss, each day requires a plan. In February, participants of a conference next door prepaid to get coffee from the cinema prior to the conference. But, when Eskom released the load shedding schedule the night before, Grant discovered that wouldn\u2019t be possible and had to send the business to a next-door coffee shop with a generator.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI would have loved to make that slice of profit, but I had to sacrifice it so that the event (would) continue without a hitch,\u201d Grant said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">To keep the cinema open, Grant had to adjust the menu. Since salad ingredients can stay cold for several hours past a power outage and don\u2019t require heating or freezing, salad has been an effective addition.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Grant lives in Sandton, dubbed <\/span><a href=\"https:\/\/www.mansionglobal.com\/articles\/sandton-africas-richest-square-mile-offers-a-wide-range-of-luxury-homes-and-a-bustling-economy-228681#:~:text=Real%20Estate%20Conference-,Sandton%2C%20Africa's%20'Richest%20Square%20Mile%2C'%20Offers%20a%20Wide,Homes%20and%20a%20Bustling%20Economy&amp;text=Johannesburg%20is%20home%20to%20more,Bank%20and%20New%20World%20Wealth.\"><span style=\"font-weight: 400\">Africa&#8217;s \u201crichest square mile,\u201d<\/span><\/a><span style=\"font-weight: 400\"> with a generator. His life is minimally impacted when he leaves work.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI am one of the rare few who are privileged, but if we were experiencing load shedding at home, our personal relationship and our home life could have been dramatically affected,\u201d Grant said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Without the luxury of a generator, Abraham Chauke, a 45-year-old Soweto resident, found ways to adapt. Chauke uses ice blocks, which typically last two to three days, to keep food cold when the electricity goes out. When the area went without electricity for over six hours, the ice cubes effectively protected his perishables.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cBut not everybody can afford to have ice cubes every day \u2026 and you need a car to carry the ice cubes in a cooler to your home,\u201d Chauke said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">His expenses vary based on load shedding stages, but he typically spends around 160 rand, about $9, on ice. To allocate money for ice, he has given up data and streaming.<\/span><\/p>\n<p><span style=\"font-weight: 400\">While some South Africans can afford to dispose and replace food, those with less resources turn to nonperishable alternatives like rice, beans and maize.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Nomsa Nkomo, a 34-year-old Olievenhoutbosch resident, is among those limited to nonperishables. She hasn\u2019t had a working refrigerator for six months and cannot afford to get it repaired, so she cooks over an open fire in her front yard. Without a steady income to bring in food, she and her kids sometimes go to bed without eating.<\/span><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI am very stressed and overthinking,\u201d Nkomo said. \u201cI am just trying to provide for my kids.\u201d<\/span><\/p>\n<figure id=\"attachment_102839\" aria-describedby=\"caption-attachment-102839\" style=\"width: 529px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\" wp-image-102839\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2023\/05\/IMG_8099-copy-300x200.jpg\" alt=\"Nomsa Nkomo\u2019s cooking supplies in her front yard in Olievenhoutbosch. According to the <\/span><a href=\"https:\/\/www.fsis.usda.gov\/food-safety\/safe-food-handling-and-preparation\/food-safety-basics\/how-temperatures-affect-food#:~:text=Cold%20Storage%20Temperatures-,The%20%22Danger%20Zone%22%20(40,%C2%B0F%2D140%20%C2%B0F)&amp;text=This%20range%20of%20temperatures%20is,out%20more%20than%201%20hour.\"><span style=\"font-weight: 400\">U.S. Department of Agriculture<\/span><\/a><span style=\"font-weight: 400\">, bacteria grow most rapidly in the 40-140<\/span><span style=\"font-weight: 400\"> degrees Fahrenheit range, otherwise known as the danger zone. <\/span><span style=\"font-weight: 400\">It takes just 20 minutes within this temperature range for harmful bacteria to double.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The problem with pathogenic bacteria, the kind that causes foodborne illness, is that it doesn\u2019t always affect the taste, smell or appearance the way that spoilage bacteria does. (Jordana Comiter\/MEDILL)<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400\">In 2022, South Africa experienced an unprecedented number of power cuts, making it harder than ever to prevent foodborne illnesses. 2023 is <\/span><a href=\"https:\/\/www.cnn.com\/2023\/01\/31\/africa\/south-africa-power-blackouts-intl-cmd\/index.html\"><span style=\"font-weight: 400\">projected<\/span><\/a><span style=\"font-weight: 400\"> to be worse.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Motsamai Motlhaolwa, 50-year-old head of communications of South Africa\u2019s Gauteng Social Development Department, works with his team to spread public health information. They broadcast Gauteng\u2019s Health Department messages via social media and attempt to reach those without access to media by hanging up posters at train stations, bus stops and malls. Unfortunately, it is difficult to reach everyone.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In Motlhaolwa\u2019s eyes, Eskom\u2019s poor management is the root of the energy crisis.
