But organizations like Iranti-org fight for the protection and support of the trans community, gaining progress from the ground up and the government down.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Founded in 2012, the Johannesburg-based media advocacy group Iranti-org (Iranti is Yoruba for \u201cmemory\u201d) fights for trans, intersex and lesbian rights. (Jessica Christoffer\/MEDILL)<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Behind a stately red door sits Iranti House, a Brixton property the organization <\/span><a href=\"https:\/\/www.iranti.org.za\/wp-content\/uploads\/2022\/08\/Iranti-Annual-Report2022-V2-2-1.pdf\"><span style=\"font-weight: 400;\">purchased in 2021<\/span><\/a><span style=\"font-weight: 400;\">. Iranti House serves as a home base for the organization and as a safe space for members of the queer community. The white stucco walls of the fortress enclose a serene complex that is equal parts home and studio. Adorning the interior and exterior walls of the open layout are photographs of protests and queer couples \u2013 reminders of the struggling communities Iranti serves.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through a Zoom call, Iranti trans rights officer Sylvester Kazibwe, who is based in Uganda, said South Africa has a \u201cmisconception that the trans community is also catered to under the progressive laws in the country,\u201d but most trans people do not feel protected or provided for by the country\u2019s government or laws.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOur constitution has been around for 29 years. But if you look at the numbers of murders or rapes, it&#8217;s not decreasing. We&#8217;ve got a hate crimes bill that is 11 years old and never passed. And then you ask yourself, why?\u201d said Zsa-Zsa Fisher, planning, monitoring, evaluation and learning officer at Pan Africa ILGA (International Lesbian, Gay, Bisexual, Trans and Intersex Association). \u201cWe have activists that are going to bury LGBTI people almost every weekend, because of a hate crime. (Jessica Christoffer\/MEDILL)<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In 2018, the South African government introduced the <\/span><a href=\"https:\/\/static1.squarespace.com\/static\/5f75cb3ae0ed67043cfeab4d\/t\/6177a1df8a783861e1987025\/1635230176062\/Prevention+and+Combating+of+Hate+Crimes+and+Hate+Speech+Bill.pdf\"><span style=\"font-weight: 400;\">Prevention and Combating of Hate Crimes and Hate Speech Bill<\/span><\/a><span style=\"font-weight: 400;\">. This bill would \u201ccreate harsher sentences and mechanisms for restorative justice if people want to work in a mechanism beyond incarceration,\u201d said Roch\u00e9 Kester, director of the LGBTI and Others Desk in the Office of the Gauteng Premier.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After a yearslong legislative process, the bill was adopted by the South African National Assembly on March 21, but has yet to be signed into law. But while the bill sat before Parliament, Iranti created its own mechanism to target anti-LGBTI hate crimes: <\/span><a href=\"https:\/\/play.google.com\/store\/apps\/details?id=com.gmail.phillipmcelu.iranti&amp;fbclid=IwAR0_IuZfqb-gYPWhPUYWKa2E-XwngYIV9PT32XxsN2lSaA9AtqrXOvQx_cc\"><span style=\"font-weight: 400;\">Iranti Margins to Mainstream<\/span><\/a><span style=\"font-weight: 400;\">. Developed in 2020, the app allows citizens to report LGBTQI-targeted hate crimes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gugu Mandla, documentation officer at Iranti, is the primary officer responsible for the app\u2019s implementation. (Molly Bookner\/MEDILL)<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In addition to physical violence, transgender South Africans also often experience bureaucratic violence as they change their legal gender markers on identification documents. On the South African national identity card issued by the Department of Home Affairs, a citizen\u2019s gender is embedded in their identity number.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe first six digits are the year, month and day that you are born, but then the very next four digits are indicative of gender,\u201d Kester said. If an identity number\u2019s seventh digit is 5 or higher, they are identified as male. Lower numbers are identified as female. This leaves intersex and nonbinary South Africans confined to a binary gender indicator on their identity cards, even down to the numbers.<\/span><\/p>\n<p><a href=\"https:\/\/static1.squarespace.com\/static\/5f75cb3ae0ed67043cfeab4d\/t\/6171b49fbeb2641b2c27047a\/1634841759695\/Alteration+of+Sex+Description+and+Sex+Status+Act+49+of+2003.pdf\"><span style=\"font-weight: 400;\">Act 49<\/span><\/a><span style=\"font-weight: 400;\">, a measure passed in 2003, created a mechanism for legal gender recognition for trans people. The document details how those who wish to change their gender documentation would do so on ID cards, passports, etc. However, the act has its limitations, including requiring that hormonal or surgical transition has taken place before a change in gender marker can be processed. On top of that, trans applicants face longer wait times \u2013 sometimes months \u2013 than cisgender applicants to receive their new documents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To counteract the act\u2019s weaknesses, the South African Parliament <\/span><a href=\"https:\/\/www.biometricupdate.com\/202302\/south-africas-plans-for-integrated-digital-id-advance-as-cabinet-approves-dedicated-bill\"><span style=\"font-weight: 400;\">approved<\/span><\/a><span style=\"font-weight: 400;\"> the National Identification and Registration Bill for public comment on Feb. 18. This bill contains the <\/span><a href=\"https:\/\/www.gov.za\/sites\/default\/files\/gcis_document\/202101\/44048gon1425.pdf\"><span style=\"font-weight: 400;\">Identity Management Policy<\/span><\/a><span style=\"font-weight: 400;\">, which calls for randomized ID numbers that no longer indicate gender. (Image courtesy of Genevieve Louw)<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Along with Iranti\u2019s creation of standard operating procedures for the Department of Home Affairs, the organization also influences policies by delivering education on gender and sexuality.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cUnfortunately in South Africa, there\u2019s a huge problem with education around LGBTI issues in general,\u201d Kester said. \u201cWe don\u2019t get it in schooling, whether it be primary, high school or tertiary.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Iranti\u2019s media advocacy includes education around sexual orientation, gender identity and expression, and sex characteristics (SOGIESC). Working with government departments within South Africa, international human rights structures and local LGBTQI+ organizations requires this education to be frequent and ongoing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt&#8217;s not an easy road,\u201d Ndzomo said, \u201cbut we are also trying to be kind as activists and make sure that we strengthen the relationship that we currently have, and (that) we don&#8217;t lose it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYou have to change hearts and minds,\u201d Kester added. \u201cYou can give as much education about the subject as possible, but if you don\u2019t let the penny drop in terms of humanity and compassion, it won\u2019t work. They\u2019ll see \u2018queer,\u2019 \u2018gay,\u2019 whatever, but they won\u2019t see the human being.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To strengthen the organization\u2019s approach to SOGIESC education, Iranti\u2019s programmes manager, Nomsa Manzini, is advocating for increased sexuality and gender diversity curriculum in schools.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis generation that we have right now, it&#8217;s going to grow at some point. But if we&#8217;re going to grow a generation that is still homophobic, we&#8217;re fighting a losing battle,\u201d Manzini said. \u201cAnd that&#8217;s why these systems need to change from the ground.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As state legislatures in the U.S. rage on as a battleground for trans rights, Iranti\u2019s efforts to push legislation, culture and community forward offer a look into how the entire global culture around gender can shift to make a safer world for trans people.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Julia Lowe is a magazine graduate student at Medill.
