Many of these\u00a0migrants traveled to the United States from Latin American\u00a0countries, fleeing economic and humanitarian crises.\u00a0Chicago officials are searching for additional shelters to\u00a0continue housing migrants after Title 42, a pandemic-era\u00a0policy that swiftly expelled migrants at the border, expired\u00a0on May 11. I traveled to the border in El Paso, Texas, just\u00a0a few weeks after Title 42 expired, finding a scene many\u00a0people did not expect.<\/p>\n<p><iframe title=\"Medill Newsmakers: Migrant crisis\" src=\"https:\/\/player.vimeo.com\/video\/831768254?h=76c6228a66&amp;dnt=1&amp;app_id=122963\" width=\"800\" height=\"450\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p><strong>Transcript:<\/strong><\/p>\n<p><em>[Music Intro]<\/em><\/p>\n<p>HELLO AND WELCOME TO MEDILL NEWSMAKERS.\u00a0I&#8217;M BRENDA ORDO\u00d1EZ. THANK YOU FOR JOINING\u00a0US. WE BEGIN TODAY WITH THE MIGRANT CRISIS\u00a0HERE IN CHICAGO. AS OF MID-MAY, CITY OFFICIALS\u00a0WERE STILL SEARCHING FOR ADDITIONAL SPACES\u00a0TO TURN INTO SHELTERS AND RESPITE CENTERS\u00a0AS MIGRANTS CONTINUE TO ARRIVE AND CURRENT\u00a0SHELTERS REACH CAPACITY.<\/p>\n<p>Leslie Perkins: What we&#8217;re doing is trying to get people\u00a0connected to shelter, legal aid assistance and other\u00a0resources as they arrive. We are really overburdened, and\u00a0this situation has really become untenable. So, what we&#8217;re\u00a0seeing now is that we don&#8217;t have enough space for\u00a0migrants to stay at.<\/p>\n<p>CITY OFFICIALS LOOKED AT HIGH SCHOOLS,\u00a0COLLEGES AND FIELD HOUSES AS POSSIBLE\u00a0SHELTERS. THIS WAS SHORTLY AFTER POLICE\u00a0DEPARTMENTS ACROSS THE CITY BEGAN HOUSING\u00a0MIGRANTS.<\/p>\n<p>Perkins: Getting them into a more suitable setting\u00a0where they can receive the medical attention, where they\u00a0can receive those resources and where they have a bed\u00a0and, you know, a shower and stuff like that is really going\u00a0to be the humane way to treat the migrants while also\u00a0freeing up the police to focus on what their job really is,\u00a0which is, you know, fighting crime.<\/p>\n<p>SINCE 1985 CHICAGO HAS BEEN DECLARED A\u00a0SANCTUARY CITY. THIS DECLARATION HAS\u00a0INSPIRED OVER NINE-THOUSAND 9,000 MIGRANTS\u00a0TO RAPIDLY FLOCK TO CHICAGO SINCE AUGUST OF\u00a02022. HOWEVER, CHICAGO OFFICIALS SAY THE\u00a0NUMBER OF MIGRANTS HAS DROPPED AFTER THE\u00a0EXPIRATION OF TITLE 42 ON MAY 11.<\/p>\n<p>TITLE 42 WAS FIRST PUT IN PLACE BY THE TRUMP\u00a0ADMINISTRATION AT THE START OF THE PANDEMIC\u00a0AND ALLOWED FOR THE SWIFT EXPULSION OF\u00a0MIGRANTS AT THE SOUTHERN BORDER. IN THE\u00a0WEEKS LEADING UP TO ITS EXPIRATION, CONCERN\u00a0GREW THAT A SURGE OF MIGRANTS CROSSING THE\u00a0BODER WAS IMMINENT. BUT THAT\u2019S NOT WHAT\u00a0HAPPENED. I TRAVELED TO EL PASO, TEXAS, A FEW\u00a0WEEKS AFTER TITLE 42 EXPIRED TO SEE HOW THE\u00a0END OF THIS PANDEMIC-ERA RULE WAS IMPACTING\u00a0THE MIGRANT CRISIS AT THE BORDER. THIS IS\u00a0WHAT I FOUND.<\/p>\n<p><em>[NATURAL SOUND FROM THE BORDER IN EL PASO, TEXAS]<\/em><\/p>\n<p>THE BORDER SEPARATING CIUDAD JUAREZ,\u00a0MEXICO, AND EL PASO, TEXAS, IS QUIET AS FEWER\u00a0MIGRANTS ARE CROSSING. WHILE THE EXACT\u00a0REASON FOR THE DROP REMAINS UNCLEAR,\u00a0BORDER PATROL OFFICIALS SAY THE RECENT\u00a0ENFORCEMENT OF A LONG-STANDING IMMIGRATION\u00a0LAW MIGHT HAVE SOMETHING TO DO WITH IT.<\/p>\n<p>Alan Lizarraga: Title 8 has a much harsher policy that\u00a0effectively criminalizes migrants.<\/p>\n<p>UNDER TITLE 8, MIGRANTS WHO GET\u00a0DEPORTED ARE BANNED FROM ENTERING THE\u00a0UNITED STATES FOR AT LEAST FIVE YEARS. TO\u00a0MINIMIZE THE RISK OF DEPORTATION, MIGRANTS\u00a0WANTING TO CROSS THE BORDER ARE\u00a0ENCOURAGED TO USE THE CBP ONE APP TO FILE\u00a0THEIR ASYLUM CLAIM AND SECURE AN\u00a0APPOINTMENT TO ENTER THE U.S. LAWFULLY.\u00a0HOWEVER, CONCERNS OVER THE APP\u2019S\u00a0EFFICIENCY ARE CIRCULATING.<\/p>\n<p>Lizarraga: So, what the Biden administration I think\u00a0was doing, was trying to do, to put a step forward, but I\u00a0don\u2019t think they were listening to the people on the ground.\u00a0The app glitches. The app sometimes doesn&#8217;t facially\u00a0recognize their pictures. The app sometimes doesn&#8217;t open.\u00a0I believe there were some waiting periods too for the app.\u00a0To think migrants, have access to, you know, internet or to\u00a0a cellphone is already far off. A lot of these people barely\u00a0have the necessary resources to carry on in their daily\u00a0lives and feed their families.<\/p>\n<p>THESE ISSUES HAVE RESULTED IN MANY\u00a0MIGRANTS, INCLUDING 30-YEAR-OLD COLOMBIAN\u00a0MIGRANT ROYMAN FARIA, TO BYPASS THE APP\u00a0ALTOGETHER.<\/p>\n<p>Royman Faria: I turned myself in to immigration on May\u00a08th at 11:40 a.m. Thank God I got the opportunity to move\u00a0forward with my asylum case.<\/p>\n<p>DURING THAT INITAL IMMIGRATION SCREENING,\u00a0FARIA WAS ABLE TO CHOOSE THE CITY IN WHICH HE\u00a0WANTED TO CONTINUE HIS PROCESS IN.<\/p>\n<p>Faria: Since I was in Colombia, I always played\u00a0basketball. My dream team has always been the Chicago\u00a0Bulls. So, when people ask me where I&#8217;m going, I say, \u201cI\u2019m\u00a0going to Chicago Bulls.\u201d And they tell me it&#8217;s not Chicago\u00a0Bulls, that it&#8217;s Chicago, but, well, that&#8217;s why I chose that\u00a0destination. I like Chicago even though it\u2019s so cold. I still\u00a0want to get to know Chicago.<\/p>\n<p>ONCE IN CHICAGO, FARIA WILL PLEAD HIS ASYLUM\u00a0CASE IN FRONT OF A JUDGE.\u00a0IF HIS CASE IS DENIED,<br \/>\nFARIA WILL BE DEPORTED BACK TO COLOMBIA,\u00a0THWARTING ALL HIS DREAMS.<\/p>\n<p>Faria: I&#8217;m searching for a better future, good\u00a0connections who can help me realize my dream. I love\u00a0music. I sing salsa. I love salsa.<\/p>\n<p>AND MAKING THE TREACHEROUS JOURNEY TO THE\u00a0U.S. ALL FOR NOTHING.<\/p>\n<p>Faria: There are people who lost everything for\u00a0this journey. They left everything for a life in the U.S.<\/p>\n<p>FARIA REMAINS ON THE STREETS OF EL PASO,\u00a0SLEEPING ON THE PAVEMENT JUST OUTSIDE OF\u00a0SACRED HEART CHURCH WHILE HE EARNS ENOUGH\u00a0MONEY TO AFFORD HIS TRAVEL FARE TO CHICAGO.\u00a0HERE HE IS JOINED BY\u00a0TWIN SISTERS JOSI-ANILAMA\u00a0AND JOSI-MARLAMA, WHO SPEND THEIR DAYS\u00a0RECREATING TIKTOK DANCES ON THE STREETS OF\u00a0EL PASO WHILE THEY WAIT FOR A RESOLUTION.\u00a0FARIA MET THESE GIRLS ON THE JOURNEY TO THE<br \/>\nU.S.<\/p>\n<p>Faria: They&#8217;ve been a great support. With my\u00a0broken arm, they have helped me with medication or with\u00a0getting food. I am alone. I don&#8217;t have anyone here in the\u00a0United States. I came alone so when I found them, they\u00a0became my family.<\/p>\n<p>FARIA HOPES TO EARN ENOUGH MONEY IN THE\u00a0COMING WEEKS SO THAT HE CAN AFFORD HIS FARE\u00a0TO CHICAGO. HE SAYS HE WILL DEEPLY MISS THESE\u00a0GIRLS WHEN THE TIME COMES FOR HIM TO LEAVE.<\/p>\n<p><em>[Faria sings favorite song in Spanish.]<\/em><\/p>\n<p>ACCORDING TO A REPORT CONDUCTED BY\u00a0SYRACUSE UNIVERSITY, AS OF NOVEMBER OF 2022\u00a0THERE WERE NEARLY 1 MILLION ASYLUM\u00a0CASES PENDING IN THE U.S. IMMIGRATION COURT\u00a0SYSTEM.\u00a0FOR MEDILL NEWSMAKERS, I&#8217;M BRENDA ORDO\u00d1EZ.\u00a0THANKS FOR WATCHING.<\/p>\n<p><em>Brenda Ordo\u00f1ez is a graduate student in the video &amp; broadcast specialization.
