{"id":105093,"date":"2025-03-19T18:13:55","date_gmt":"2025-03-19T23:13:55","guid":{"rendered":"https:\/\/news.medill.northwestern.edu\/chicago\/?p=105093"},"modified":"2026-01-01T16:05:50","modified_gmt":"2026-01-01T22:05:50","slug":"a-death-sentence-coal-plant-threatens-puerto-rican-lives-amid-renewable-push","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/a-death-sentence-coal-plant-threatens-puerto-rican-lives-amid-renewable-push\/","title":{"rendered":"\u2018A death sentence\u2019: Coal plant threatens Puerto Rican lives amid renewable push"},"content":{"rendered":"<p><strong>By Hope Moses<\/strong><\/p>\n<p><em>Medill Reports<\/em><\/p>\n<p><span style=\"font-weight: 400;\">SALINAS, Puerto Rico \u2013 Residents on Puerto Rico\u2019s south coast are grappling with the news the coal plant in their community could keep operating \u2013 and causing serious health impacts \u2013 for years to come.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The coal plant had been scheduled to close in 2027, but now plant owner Applied Energy Services and island lawmakers are seeking to extend its life beyond that date.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Puerto Rican legislature is considering a bill, supported by Puerto Rico\u2019s newly elected Gov. Jenniffer Gonzalez-Col\u00f3n, that would eliminate a previous goal for the island to use\u00a0 100% renewable energy by 2050 and eliminate a mandate that coal plants close by 2028. At a Feb. 10 hearing on the bill, lawmakers said it would allow the plant to operate until 2030 and apply for additional five-year extensions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Government and company officials say the coal plant\u2019s energy is needed. However, residents and advocacy groups say increasing investment in rooftop solar can meet energy needs while protecting their health.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Feb. 13, local environmental activists<\/span><a href=\"https:\/\/www.metro.pr\/noticias\/2025\/02\/13\/alcalde-de-guayama-rechaza-extension-de-quema-de-carbon-como-mecanismo-para-generar-energia\/\"><span style=\"font-weight: 400;\"> applauded a resolution<\/span><\/a><span style=\"font-weight: 400;\"> from the mayor of Guayama, the town where the plant is located, opposing the burning of coal. They are calling on other local officials, including the mayor of Salinas, a neighboring town, to likewise condemn the plant.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHe\u2019s the first mayor to oppose it,\u201d said Jose Cora in Spanish, the president of the grassroots organization Acci\u00f3n Social y Protecci\u00f3n Ambiental. The organization has frequently <\/span><a href=\"https:\/\/www.facebook.com\/photo.php?fbid=120520867059722&amp;id=108264574952018&amp;set=a.110018481443294&amp;locale=sw_KE\"><span style=\"font-weight: 400;\">protested the Salinas mayor<\/span><\/a><span style=\"font-weight: 400;\"> over her failure to oppose the coal plant or use federal funds to remove coal ash from the community.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cora and other opponents point to <\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-settlement-aes-requires-more-monitoring-and-payment-penalty-clean-air-act\"><span style=\"font-weight: 400;\">numerous environmental violations<\/span><\/a><span style=\"font-weight: 400;\"> committed by AES-PR, including failure to comply with air pollution regulations and groundwater contamination caused by <\/span><a href=\"https:\/\/www.canarymedia.com\/articles\/enn\/in-puerto-rico-residents-wait-for-accountability-cleanup-of-toxic-coal-ash-caminos-blancos\"><span style=\"font-weight: 400;\">coal ash scattered <\/span><\/a><span style=\"font-weight: 400;\">around the island. The company\u2019s groundwater monitoring data shows <\/span><a href=\"https:\/\/www.canarymedia.com\/articles\/enn\/epa-promises-action-on-puerto-rico-coal-ash-but-residents-are-tired-of-waiting\"><span style=\"font-weight: 400;\">contamination from coal ash<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EPA officially made coal ash a priority and <\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-settlement-aes-puerto-rico-lp-requires-action-comply-coal-ash-regulations\"><span style=\"font-weight: 400;\">reached a settlement<\/span><\/a><span style=\"font-weight: 400;\"> with AES over coal ash-related violations last fall.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since opening in 2002, <\/span><a href=\"https:\/\/www.canarymedia.com\/articles\/enn\/in-puerto-rico-residents-wait-for-accountability-cleanup-of-toxic-coal-ash-caminos-blancos\"><span style=\"font-weight: 400;\">the 510-megawatt coal plant has been heavily criticized<\/span><\/a><span style=\"font-weight: 400;\"> by medical doctors, researchers and residents, who say the air pollution and coal ash contamination from the plant have led to health consequences for nearby communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey\u2019re sick and tired,\u201d said Miguel Torres, a retired professor and researcher in the Department of Physical Medicine, Rehabilitation and Sports Medicine at the <\/span><span style=\"font-weight: 400;\">University of Puerto Rico who lives on a hillside of Salinas, overlooking the smokestacks of the coal plant. \u201cPlus, sick themselves.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The local rates of chronic diseases like cancer and respiratory illness \u2013 both linked to coal ash \u2013 doubled between the years of 2016 and 2018, according to a University of Puerto Rico <\/span><a href=\"https:\/\/earthjustice.org\/wp-content\/uploads\/2018_study_-_chronic_diseases_in_miramar_puerto_de_jobos.pdf\"><span style=\"font-weight: 400;\">study<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<figure id=\"attachment_105095\" aria-describedby=\"caption-attachment-105095\" style=\"width: 800px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-105095 size-large\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2025\/03\/54674568-368E-437F-BC96-FBA939A8455E_1_105_c-1024x683.jpeg\" alt=\"Dr. Gerson Jim\u00e9nez discusses his career as the former medical director at Hospital Episcopal San Lucas in Guayama at Miguel Torres\u2019s hillside home on Feb. 2 in Salinas, Puerto Rico. Photo by Hope Moses\/MEDILL<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Jim\u00e9nez, who served as the director of Hospital Episcopal San Lucas in Guayama for 22 years before retiring in 2022, said there were an average of 103.3 cancer cases per year in Guayama from 1990 to 2000 \u2013 before the coal plant opened, according to the <\/span><a href=\"https:\/\/rcpr.org\/Datos-de-C%C3%A1ncer\/Tasas-y-Mapas\"><span style=\"font-weight: 400;\">Registro de Tumores de Puerto Rico<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From 2010 to 2014, there were 159.4 cases per year on average.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI have taken this information to different lawmakers, and they have done nothing.\u201d\u00a0<\/span><span style=\"font-weight: 400;\">Jim\u00e9nez said<\/span><span style=\"font-weight: 400;\"> in Spanish.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Guayama residents <\/span><a href=\"https:\/\/www.pbs.org\/newshour\/show\/coal-ash-raising-concerns-over-health-risks-in-puerto-rico\"><span style=\"font-weight: 400;\">have reported <\/span><\/a><span style=\"font-weight: 400;\">suffering respiratory and skin diseases and cancers they think were caused by the coal plant. Cora and other residents said they believe the plant will continue to have irreversible impacts on the residents.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe operation is a sentence of death for us, little by little \u2013 for the community close by,\u201d Cora said in Spanish. \u201cLike Dr. Jimenez said \u2013 has always said \u2013 the respiratory illnesses and cancer have increased in Guayama and Salinas.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similar perspectives were shared at the Feb. 10 public hearing on the bill.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Government officials, however, say the scheduled shutdown of the coal plant in 2027 would have devastating impacts on the island.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt would mean 500 fewer megawatts and, for real purposes, there would be blackouts and generation problems,\u201d Rep. Victor Par\u00e9s Otero said in Spanish at the Feb. 10 hearing, <\/span><a href=\"https:\/\/periodicovision.com\/camara-de-representantes-inicia-vistas-publicas-para-modificar-la-transicion-hacia-la-energia-renovable\/\"><span style=\"font-weight: 400;\">as reported by local media<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><span style=\"font-weight: 400;\">Otero said AES would not be given a \u201cblank check\u201d but would need to justify continued operation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Officials at the hearing also said the plant could be transitioned to natural gas, which is cleaner than coal.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/casapueblo.org\/\"><span style=\"font-weight: 400;\">Clean energy advocates on the island<\/span><\/a><span style=\"font-weight: 400;\"> have long maintained solar can meet much of the island\u2019s energy needs while also making the grid more resilient to disasters.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ruth Santiago, an environmental lawyer who opposes the bill to extend the coal plant\u2019s life, said this is more than a job for her. As a Salinas resident, she has a personal stake in the matter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI live here; I live down the road,\u201d Santiago said. \u201cIt\u2019s just a very egregious example of environmental injustice and overburdening.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Santiago and other activists are pushing the local government to invest more in rooftop solar energy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under former President Joe Biden, the U.S. Department of Energy <\/span><a href=\"https:\/\/www.energy.gov\/articles\/doe-announces-440-million-install-rooftop-solar-and-batteries-puerto-ricos-most-vulnerable\"><span style=\"font-weight: 400;\">promised up to $440 million <\/span><\/a><span style=\"font-weight: 400;\">for distributed rooftop solar and batteries, and a separate<\/span><a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/puerto-rico-could-soon-build-its-biggest-solar-and-grid-battery-plants\"><span style=\"font-weight: 400;\"> federal loan <\/span><\/a><span style=\"font-weight: 400;\">to help build 200 megawatts of utility-scale solar and almost 300 megawatts of battery storage in Puerto Rico. Former U.S. Secretary of Energy Jennifer Granholm visited the Guayama area to tout the<\/span><a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/why-puerto-rican-communities-are-all-in-on-solar-microgrids\"><span style=\"font-weight: 400;\"> department\u2019s $1 billion<\/span><\/a><span style=\"font-weight: 400;\"> investment commitment. <\/span><span style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Granholm <\/span><a href=\"https:\/\/apnews.com\/article\/puerto-rico-granholm-solar-power-outages-20a5edc8f6f4b9743825460c9b6e1860\"><span style=\"font-weight: 400;\">visited Guayama in July 2024 <\/span><\/a><span style=\"font-weight: 400;\">and again<\/span><a href=\"https:\/\/www.flickr.com\/photos\/departmentofenergy\/54271632523\"><span style=\"font-weight: 400;\"> in January 2025,<\/span><\/a><span style=\"font-weight: 400;\"> following a massive New Year&#8217;s Eve blackout and shortly before President Donald Trump took office.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Former administrator of the Environmental Protection Agency Michael Regan also visited the area, denouncing the environmental injustice of coal ash pollution.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/pr100.gov\/results\/distributed-pv-storage-results\"><span style=\"font-weight: 400;\">study by federal agencies, <\/span><\/a><span style=\"font-weight: 400;\">including the Department of Energy, found rooftop solar could provide up to 6 gigawatts of power in Puerto Rico, 12 times the capacity of the coal plant.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With Gonzalez supporting Trump and the Trump administration stridently opposing renewable energy, Cora expressed the urgency of demanding action from the local government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe most important thing is the presence and activism of anyone who worries about health and the environment,\u201d Cora said in Spanish. \u201cThis belongs to us.
