{"id":105202,"date":"2025-04-23T13:49:38","date_gmt":"2025-04-23T18:49:38","guid":{"rendered":"https:\/\/news.medill.northwestern.edu\/chicago\/?p=105202"},"modified":"2026-01-01T16:05:29","modified_gmt":"2026-01-01T22:05:29","slug":"viennas-public-transit-works-for-the-environment-but-not-for-everyone","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/viennas-public-transit-works-for-the-environment-but-not-for-everyone\/","title":{"rendered":"Vienna\u2019s public transit works for the environment \u2014 but not for everyone"},"content":{"rendered":"<p><strong>By Layna Hong<\/strong><br \/>\n<em>Medill Reports<\/em><\/p>\n<p>VIENNA &#8211; At the heart of one of the world\u2019s most <a href=\"https:\/\/www.eiu.com\/n\/vienna-secures-its-position-as-the-worlds-most-liveable-city-for-third-consecutive-year\/\">livable<\/a> cities is an expansive and efficient public transit system, one that has become a global model for sustainable urban mobility.<\/p>\n<p>Car usage has steadily decreased since 2005, due to the city\u2019s concentrated efforts. Sustainable mobility is a key strategy in Vienna\u2019s goal to become carbon-neutral by 2040. In 2022, only 1 in 4 people chose to use a car to get around Vienna, according to <a href=\"https:\/\/www.data.gv.at\/katalog\/dataset\/7d610a57-2105-4dd7-9bc8-c4101ef42539#resources\">city data<\/a>.<\/p>\n<p>But the Vienna U-Bahn may not be accessible for everyone.<\/p>\n<p>\u201cThere\u2019s one problem, and that\u2019s a problem that is always very apparent in Austria,\u201d said Denis Can Teoman, Ph.D., a professor of urban design at Monash University in Indonesia. \u201cIt doesn\u2019t account for immigrants.\u201d<\/p>\n<p>Teoman\u2019s <a href=\"https:\/\/vtechworks.lib.vt.edu\/items\/a6d69adb-33de-4796-8158-b65d5a788d99\">research on immigrant travel behavior in Vienna<\/a> found immigrants from the Middle East and former Yugoslavia in general drive more compared to Austrians without an immigration background. He suggested one reason immigrants might not ride the U-Bahn is because of lack of access.<\/p>\n<p>When it comes to purchasing a public transit ticket, Turkish and Arabic aren\u2019t available as languages on Vienna\u2019s ticket machines as of February 2025, despite Turkish people being the second-largest non-Austrian population and Syrians being the fifth largest, according to <a href=\"https:\/\/www.wien.gv.at\/english\/social\/integration\/facts-figures\/population-migration.html\">city data<\/a>.<\/p>\n<p>Teoman was born and raised in Vienna with a Turkish immigrant father.<\/p>\n<p>\u201cI\u2019m always very careful not to blame people for using cars,\u201d he said. \u201cImmigrants\u2019 lives in Vienna can be hard, so I understand that.\u201d<\/p>\n<p>Across online forums, travel websites and the country\u2019s residents, Vienna\u2019s U-Bahn is often touted for how safe it is.<\/p>\n<p>But for immigrants, the experience can be very different.<\/p>\n<figure id=\"attachment_105225\" aria-describedby=\"caption-attachment-105225\" style=\"width: 500px\" class=\"wp-caption alignleft\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-105225\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2025\/04\/IMG_3707-1-1-1-225x300.png\" alt=\"\" width=\"500\" height=\"666\" srcset=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2025\/04\/IMG_3707-1-1-1-225x300.png 225w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2025\/04\/IMG_3707-1-1-1-768x1023.png 768w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2025\/04\/IMG_3707-1-1-1.png 857w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><figcaption id=\"caption-attachment-105225\" class=\"wp-caption-text\">Wiener Linien\u2019s ticket machines don\u2019t offer Turkish or Arabic.(Layna Hong \/ MEDILL)<\/figcaption><\/figure>\n<p>\u201cYou see people from different cultures (on public transit), and this is also where people might receive discrimination if they look different to the white Austrians,\u201d Teoman said. \u201cUnfortunately, it can lead to tensions.\u201d<\/p>\n<p>In 2023, nearly 2,000 hate crimes were recorded by police in Vienna, according to a <a href=\"https:\/\/www.bmi.gv.at\/408\/Projekt\/files\/285_2024_Hate_Crime_Bericht_2023_Englisch_V20241009_webBF.pdf\">report from the Austrian government<\/a>. A fourth of these reports took place in public spheres like the street, parks and on public transit.<\/p>\n<p>Many of these reports reference Muslims and Black people as the main targets. Despite nearly half of Vienna\u2019s population <a href=\"https:\/\/www.wien.gv.at\/english\/social\/integration\/facts-figures\/population-migration.html\">having foreign origins<\/a>, Teoman said Austrians \u201cnever really see ourselves as an immigrant country.\u201d<\/p>\n<p>He said he doesn\u2019t believe Vienna will reach its climate goals due to a lack of understanding of its immigrant population.<\/p>\n<p>\u201cVienna\u2019s strategy in sustainability, it\u2019s amazing, if everyone could just sign off on everything theoretically, right?\u201d Teoman said.<\/p>\n<p>Public transit plays a key role in Vienna&#8217;s sustainability strategy. The city&#8217;s largest sustainability and infrastructure project is the planned expansion of the U2 and U5 train lines. In the Volkstheater train station, there&#8217;s a exhibition dedicated to educating the public about the expansion.<\/p>\n<p>On Susan Reger\u2019s way to a museum exhibit, she decided to stop by the Infocenter U2xU5 for the first time.<\/p>\n<p>\u201cThe trains are OK in Austria, but in Vienna, they\u2019re special,\u201d Reger said.<\/p>\n<p>Reger relies on public transit to get around the city. The 74-year-old is a Vienna native and lives in Alsergrund, the 9th district, where she said there\u2019s at least seven public transit stops near her. This is one reason she sold her car 25 years ago.<\/p>\n<p>\u201cI just didn\u2019t use it (the car),\u201d she said.<\/p>\n<p>Reger said you can get anywhere in Vienna by public transportation, and the U2xU5 expansion would expand the Wiener Linien&#8217;s system by creating 12 new underground stations. In the 5th district, Margareten, 55,000 residents will have their own underground station for the first time.<noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/21773751\/thumbnail\" width=\"100%\" alt=\"map visualization\" \/><\/noscript><\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/21773751\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<div style=\"width: 100%!; margin-top: 4px!important; text-align: right!important;\"><a class=\"flourish-credit\" style=\"text-decoration: none!important;\" href=\"https:\/\/public.flourish.studio\/visualisation\/21773751\/?utm_source=embed&amp;utm_campaign=visualisation\/21773751\" target=\"_top\"><img decoding=\"async\" style=\"width: 105px!important; height: 16px!important; border: none!important; margin: 0!important;\" src=\"https:\/\/public.flourish.studio\/resources\/made_with_flourish.svg\" alt=\"Made with Flourish\" \/> <\/a><\/div>\n<p>As it stands, the city\u2019s most populated districts don\u2019t have as many connections. Favoriten, the 10th district, is Vienna\u2019s second-most populated and historically made of the working class and immigrants. But there are no U-Bahn stations with connections to other train lines in Favoriten.<\/p>\n<p>The expansion also aims to take the ease off heavily used U-Bahn lines, such as the U3, which runs from west to east, and the U6, the only train line that doesn\u2019t run through the center city.<\/p>\n<p>The project won\u2019t be complete until at least 2030. It was pushed back from 2028 due to environmental challenges, according to <a href=\"https:\/\/www.railwaygazette.com\/metros\/wiens-u2xu5-metro-scheme-delayed-to-2030\/67134.article#:~:text=AUSTRIA%3A%20The%20planned%20opening%20of,provided%20more%20challenging%20than%20expected.\">Metro Report International<\/a>.<\/p>\n<h2><strong>How Vienna became a frontrunner in sustainable mobility<\/strong><\/h2>\n<p>Public transportation is an endeavor that takes time, money and space. Vienna has historically been slow to modernize, which ended up benefiting the city when it came to public transportation.<\/p>\n<p>The U-Bahn didn\u2019t start its underground operations until <a href=\"https:\/\/www.wienerlinien.at\/web\/wl-en\/120-years-of-public-transport-in-vienna\">the late 1970s<\/a>, when many cities were already prioritizing highway construction over public transportation. In <a href=\"https:\/\/www.environment.fhwa.dot.gov\/env_topics\/historic_pres\/post1945_engineering\/postwar.aspx\">the United States<\/a>, the Interstate Highway System was formed due to the rapid expansion of suburbia post-WWII.<\/p>\n<p>The London Underground, the world\u2019s first underground railway, started operating in 1863. Other cities followed in the late 1890s and early 1900s, such as Paris, Budapest and New York City.<\/p>\n<p>By avoiding building highways through its city center, Vienna was able to implement parking management as it expanded the U-Bahn.<\/p>\n<p>Parking management and the expansion of the U-Bahn are the two main policies that accounted for Vienna\u2019s decreasing car usage, according to a <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/15568318.2016.1251997\">2016 case study<\/a> for the International Journal of Sustainable Transportation. Ralph Buehler is one of the paper\u2019s co-authors and a professor of urban affairs and planning at Virginia Tech University.<\/p>\n<p>\u201cIf they had just reduced parking and increased its cost, it probably wouldn\u2019t have worked, but having viable alternatives helps people make that switch,\u201d Buehler said.<\/p>\n<p>As of 2025, Vienna has short-term parking areas in all 23 districts. The maximum parking time is two hours with shorter exceptions for main streets and shopping streets. In the city, parking a car would be 5 euros for two hours. But parking outside the city in a park-and-ride garage would only be 4.40 euros per day.<\/p>\n<p>For Bektas S\u00fcleyman, it\u2019s a cost-efficient compromise. He moved to Vienna 30 years ago from Istanbul and commutes to work via train after parking his car outside the city.<\/p>\n<p>He points outside toward the historic Sch\u00f6nbrunn Palace. The former royal residence, and now renowned tourist attraction, has its own stop on the U4 line.<\/p>\n<p>\u201cThere\u2019s good connection everywhere, with the train, the tram, the bus,\u201d he said.<\/p>\n<p>During the day, trains are promised to come <a href=\"https:\/\/www.wien.info\/en\/travel-info\/transport\/subway-360332#:~:text=The%20Vienna%20subway%20network%20runs,which%20ensures%20minimal%20waiting%20times.\">every two to five minutes<\/a>. On Friday and Saturday nights, and public holidays, they come every 15 minutes.<\/p>\n<p>But in recent years, passengers like Reger have noticed more service delays.<\/p>\n<p>\u201cI left this morning at 6 a.m. and I thought it would be on time, it wasn\u2019t,\u201d she said.<\/p>\n<p>Delays and limited operating schedules have become more common due to aging infrastructure and worker shortages, according to <a href=\"https:\/\/www.sn.at\/panorama\/oesterreich\/wiener-oeffis-personalmangel-schienen-169520548\">a report last December<\/a> from the Vienna City Audit Office. <a href=\"https:\/\/www.thelocal.at\/20230109\/explained-how-vienna-plans-to-make-its-public-transport-functional-again\">Since 2023<\/a>, hundreds of Wiener Linien workers have been retiring, and they aren\u2019t being replaced at the same rate. Wiener Linien is the state-owned company that operates Vienna\u2019s public transit lines.<\/p>\n<p>In Austria, immigrants play a crucial role in addressing the labor shortage, according to <a href=\"https:\/\/eures.europa.eu\/living-and-working\/labour-market-information-europe\/labour-market-information-austria_en#:~:text=Immigration%20(from%20the%20EU%2C%20from,for%20foreign%20EU%20citizens'%20workers.\">the European Union<\/a>. Wiener Linien has <a href=\"https:\/\/www.thelocal.at\/20220729\/will-a-4-day-week-and-free-german-lessons-help-viennas-transport-network-find-staff\/\">even offered German support classes<\/a> for applicants. One of Vienna&#8217;s famous public transit innovations was lowering the price of an annual transit ticket from 449 euros to 365 euros in 2012 \u2014 which comes out to 1 euro a day to get around the city.<\/p>\n<p>This pricing model is part of what has become known as the \u201c<a href=\"https:\/\/www.climateactionstories.com\/mobility\/the-vienna-model-365-days-of-unlimited-public-mobility\">Vienna Model<\/a>,\u201d which refers to the Austrian capital\u2019s extensive public transportation system that has made the city a leader in sustainable public transit.<\/p>\n<p>The implementation of this pricing model resulted in an increased number of annual ticket holders, according to Climate Action Stories.<\/p>\n<p>At the Infocenter U2xU5, Reger said she enjoyed learning about where Vienna\u2019s public transport sits in comparison with other major cities. London\u2019s annual Travelcard pass costs 4,656 pounds, or $6,016.<\/p>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/21893467\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<div style=\"width: 100%!; margin-top: 4px!important; text-align: right!important;\"><a class=\"flourish-credit\" style=\"text-decoration: none!important;\" href=\"https:\/\/public.flourish.studio\/visualisation\/21893467\/?utm_source=embed&amp;utm_campaign=visualisation\/21893467\" target=\"_top\"><img decoding=\"async\" style=\"width: 105px!important; height: 16px!important; border: none!important; margin: 0!important;\" src=\"https:\/\/public.flourish.studio\/resources\/made_with_flourish.svg\" alt=\"Made with Flourish\" \/> <\/a><\/div>\n<p>At the Parkhotel Sch\u00f6nbrunn, S\u00fcleyman echoed the sentiment as he pulled a transit ticket out of his front pocket.<\/p>\n<p>\u201cThe ticket is a great deal,\u201d he said\u00a0\u00a0\u00a0\u00a0 .<\/p>\n<p>Pride for the U-Bahn and Wiener Linien is a common sentiment among Viennese.<\/p>\n<p>According to the European Commission\u2019s <a href=\"https:\/\/ec.europa.eu\/regional_policy\/sources\/reports\/qol2023\/2023_quality_life_european_cities_en.pdf\">2023 Report On The Quality Of Life In European Cities<\/a>, Vienna is the second highest rated European city for public transit satisfaction, only topped by Zurich.<\/p>\n<p>\u201cPeople are really proud of their public transport system,\u201d Buehler said. \u201cA communal pride in having a system like that and using it, maybe that goes a long way.\u201d<\/p>\n<p>Buehler said the issue of financing public transport is always \u201cvery dicey\u201d and people feel as though public transport requires too much money. But in Vienna, the attitude was different.<\/p>\n<p>\u201cIt\u2019s an accepted thing (in Vienna), that of course public transport needs subsidies, but we get so much benefit from it,\u201d Beuhler said.<\/p>\n<p>He said the culture stateside around public transportation is the complete opposite.<\/p>\n<p>\u201cIn the U.S., public transport is sort of the mode of last resort,\u201d Buehler said. \u201cIf you can sort of avoid it, you try to have a car, you try to drive. So public transport is a bit stigmatized.\u201d<\/p>\n<p>This phenomenon is well-documented, and many transport advocates connect it to the U.S.\u2019s history of classism and racism. Americans who are lower-income, Black, Hispanic or immigrants are more likely to use public transportation on a regular basis, according to a 2016 report by <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2016\/04\/07\/who-relies-on-public-transit-in-the-u-s\/\">Pew Research Center<\/a>.<\/p>\n<p>Having access to public transportation, which nearly half of Americans don\u2019t have, is also a major factor, according to <a href=\"https:\/\/www.apta.com\/news-publications\/public-transportation-facts\/\">the American Public Transportation Association<\/a>. Joseph Schwieterman is a professor at DePaul University who has studied public transportation and urban planning. He said public transportation is not part of American mainstream culture.<\/p>\n<p>\u201cIn many ways, it\u2019s become a niche offering for people in cities and particularly for people traveling to downtown offices,\u201d Schwieterman said.<\/p>\n<p>Only 3.5% of Americans commuted to work via public transit in 2023, according to the <a href=\"https:\/\/www.census.gov\/topics\/employment\/commuting\/guidance\/acs-1yr.html#:~:text=The%20percentage%20of%20workers%20who%20took%20public%20transportation%20to%20work,than%2015.2%20percent%20in%202022.\">U.S. Census Bureau<\/a>. In comparison, almost 70% of people commuted to work by driving.<\/p>\n<p>\u201cIt\u2019s not just political support, but it\u2019s also public support and public buy-in,\u201d he said. \u201cAnd that, of course, is easier to get if you have a good system.\u201d<\/p>\n<h2><strong>The city&#8217;s walking culture<\/strong><strong> \u2018keeps it all together\u2019<\/strong><\/h2>\n<p><iframe class=\"flourish-embed-iframe\" style=\"width: 100%; height: 600px;\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/21635507\/embed\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/p>\n<div style=\"width: 100%!; margin-top: 4px!important; text-align: right!important;\"><a class=\"flourish-credit\" style=\"text-decoration: none!important;\" href=\"https:\/\/public.flourish.studio\/visualisation\/21635507\/?utm_source=embed&amp;utm_campaign=visualisation\/21635507\" target=\"_top\"><img decoding=\"async\" style=\"width: 105px!important; height: 16px!important; border: none!important; margin: 0!important;\" src=\"https:\/\/public.flourish.studio\/resources\/made_with_flourish.svg\" alt=\"Made with Flourish\" \/> <\/a><\/div>\n<p>Like S\u00fcleyman, who gets around by both car and public transport, most in Vienna have multiple ways to get around. For the majority, it\u2019s walking and public transit.<\/p>\n<p>\u201cMost people don\u2019t start their trip in a station and end it in a station,\u201d Buehler said. \u201cWalking is really the thing that keeps it all together.\u201d<\/p>\n<p>According to a 2019 report by the Vienna Mobility Agency, more than three-fourths of Viennese walk distances longer than 10 minutes daily.<\/p>\n<p>The city\u2019s first car-free pedestrian zone was implemented in 1974 in the historic old town. Buehler said this pedestrian zone emerged while Vienna was building the first U-Bahn line. The city utilized the cut-and-cover method, which involves \u201ccutting\u201d open the ground by digging a trench, building the structure inside and then \u201ccovering\u201d the trench to restore the ground.<\/p>\n<p>Most of the world\u2019s subways \u2014 including in the U.S. \u2014 have been built using this method. But cut-and-cover is disruptive because streets can\u2019t remain open during construction.<\/p>\n<p>\u201cVienna was late to the subway game,\u201d Buehler said. \u201cBut in a sense, it helped them.\u201d<\/p>\n<p>He said the inner-city streets never reopened to traffic after construction was completed.<\/p>\n<p>\u201cIt was a success,\u201d he said. \u201cPeople liked those spaces, they went to those spaces and now they are the spaces of consumption, of sales and businesses.\u201d<\/p>\n<p>This is what happened on Favoritenstra\u00dfe in Favoriten. The cut-and-cover method was used to build the U1 on this street.<\/p>\n<p>Even on a cold Monday evening in February, when you emerge from the Reumannplatz station, you\u2019re greeted with a busy, bustling street filled with people of all ages. They were bundled up and walking freely on the streets, which had few cars. The air was filled with the smell of kabobs and baked goods, like jam-filled krapfens and croissants. He said people don\u2019t often realize transit has to keep getting better just to maintain its ridership.<\/p>\n<p>\u201cYou constantly have to push improvements, new tech innovations, more frequent service, to avoid people diverting to these other modes (of transport),\u201d Schwieterman said.<\/p>\n<p>But the U-Bahn is here to stay \u2014 it&#8217;s a ubiquitous part of Vienna\u2019s culture and society, and will shape the city\u2019s future.<\/p>\n<p>In the recent years, Reger said she&#8217;s noticed more train delays. Not only do the Viennese value punctuality, they are used to Wiener Linien&#8217;s frequent and efficient service.<\/p>\n<p>\u201cEverything, anything can always be better,\u201d she said.<\/p>\n<p>Besides working to retain current riders, Teoman said there needs to be greater understanding on why certain people haven\u2019t embraced the U-Bahn yet. He said the city\u2019s diversity isn\u2019t always reflected in the government.<\/p>\n<p>\u201cHaving immigrants in these positions would really help,\u201d Teoman said. \u201cIt would help in the first step to just get a better understanding.\u201d<\/p>\n<p>This better understanding could be the key to increased sustainable mobility in Vienna.<\/p>\n<p><em>Layna Hong is a graduate student at Medill in the social justice and solutions specialization.
