BROOMFIELD: This a poem I wrote while I was in prison.<\/p>\n<p><em>AUDIO: Now, this may offend,<\/em><\/p>\n<p><em>But how can this offend<\/em><\/p>\n<p><em>When this is my skin<\/em><\/p>\n<p><em>In the world that I live in?<\/em><\/p>\n<p><em>The new word?<\/em><\/p>\n<p><em>It\u2019s \u201c(N-word)\u201d<\/em><\/p>\n<p><em>I mean, \u201cfella.\u201d<\/em><\/p>\n<p><em>A word for less you settle.<\/em><\/p>\n<p>BROOMFIELD: What happens is now that I&#8217;m here on the outside, I get sometimes tired in the daytime.<\/p>\n<p>NARRATION: Meet Henry Broomfield. He\u2019s only been free for three months.<\/p>\n<p>BROOMFIELD: Uh, December \u201825.<\/p>\n<p>NARRATION: And next week is his birthday. <em>(Editor&#8217;s note: Broomfield&#8217;s birthday was on March 14)<\/em><\/p>\n<p>BROOMFIELD: Yeah, he allowed me to come Saturday, &#8217;cause I haven\u2019t seen you since I was a teenager.<\/p>\n<p>NARRATION: The first time he&#8217;ll see his sister in 28 years.<\/p>\n<p>BROOMFIELD: We talk a lot because we all we got left now. When I was born, she didn&#8217;t have no kids, so I was like her son.<\/p>\n<p>NARRATION: His mother and both of his brothers died while he was in prison. He still thinks about the day he says everything went wrong.<\/p>\n<p>BROOMFIELD: A guy that I was close with, \u201cSuch and such robbed me,\u201d and he put the gun in my baby&#8217;s mouth. So then, that&#8217;s when the decision was made. So, I made a bad decision at 17 years old, and paid for it \u2014 teens, 20s, 30s, 40s. And I\u2019m being judged.<\/p>\n<p><span class=\"TextRun SCXW255721780 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW255721780 BCX0\">NARRATION: Then there was\u00a0<\/span><span class=\"NormalTextRun SCXW255721780 BCX0\">Stateville<\/span><span class=\"NormalTextRun SCXW255721780 BCX0\">\u00a0Correctional Center.<\/span><\/span><span class=\"EOP SCXW255721780 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>BROOMFIELD: They roaches is like inmates. A lot of them guys had cancer, stomach cancer, because of that water. I knew it was bad. Like, whenever I come from playing basketball and I drink some water, my stomach hurt. Come on, now, that ain\u2019t\u2014 I mean, that ain&#8217;t normal.<\/p>\n<p><span class=\"TextRun SCXW207247720 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW207247720 BCX0\">NARRATION:\u00a0<\/span><span class=\"NormalTextRun SCXW207247720 BCX0\">It&#8217;s<\/span><span class=\"NormalTextRun SCXW207247720 BCX0\">\u00a0not normal, which is why Illinois lawmakers\u00a0<\/span><span class=\"NormalTextRun SCXW207247720 BCX0\">allocated<\/span><span class=\"NormalTextRun SCXW207247720 BCX0\">\u00a0$900 million to rebuild Stateville and Logan Correctional Center<\/span><\/span><span class=\"TrackChangeTextInsertion TrackedChange SCXW207247720 BCX0\"><span class=\"TextRun SCXW207247720 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW207247720 BCX0\">s<\/span><\/span><\/span><span class=\"TextRun SCXW207247720 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW207247720 BCX0\">\u00a0under a plan called RISE\u00a0<\/span><span class=\"NormalTextRun CommentStart CommentHighlightPipeRest CommentHighlightRest SCXW207247720 BCX0\">IDOC<\/span><span class=\"NormalTextRun CommentHighlightPipeRest SCXW207247720 BCX0\">. But the community\u00a0<\/span><span class=\"NormalTextRun SCXW207247720 BCX0\">doesn&#8217;t<\/span><span class=\"NormalTextRun SCXW207247720 BCX0\">\u00a0want it.<\/span><\/span><span class=\"EOP SCXW207247720 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span class=\"TextRun SCXW207934846 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun get people out of the prisons is making it hard for them to make money<\/span><span class=\"NormalTextRun SCXW12530010 BCX0\">.<\/span><\/span><span class=\"EOP SCXW12530010 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span class=\"TextRun SCXW182535031 BCX0\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW182535031 BCX0\">NARRATION: According to the John Howard Association, Illinois prisons had a 29<\/span><\/span><span class=\"TrackChangeTextInsertion TrackedChange SCXW182535031 BCX0\"><span class=\"TextRun SCXW182535031 BCX0\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW182535031 BCX0\">%<\/span><\/span><\/span><span class=\"TrackChangeTextDeletionMarker TrackedChange SCXW182535031 BCX0\"><span class=\"TextRun SCXW182535031 BCX0\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun TrackChangeTextDeletion SCXW182535031 BCX0\">\u00a0<\/span><\/span><\/span><span class=\"TextRun SCXW182535031 BCX0\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW182535031 BCX0\">staff vacancy rate in\u00a0<\/span><span class=\"NormalTextRun CommentStart CommentHighlightPipeRest CommentHighlightRest SCXW182535031 BCX0\">2024<\/span><span class=\"NormalTextRun CommentHighlightPipeRest SCXW182535031 BCX0\">.\u00a0<\/span><\/span><span class=\"TrackChangeTextInsertion TrackedChange SCXW182535031 BCX0\"><span class=\"TextRun SCXW182535031 BCX0\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW182535031 BCX0\">Ninety-six\u00a0<\/span><\/span><\/span><span class=\"TextRun SCXW182535031 BCX0\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW182535031 BCX0\">percent of people who go to prison will eventually come\u00a0<\/span><span class=\"NormalTextRun CommentStart CommentHighlightPipeRest CommentHighlightRest SCXW182535031 BCX0\">home<\/span><span class=\"NormalTextRun CommentHighlightPipeRest SCXW182535031 BCX0\">.<\/span><\/span><\/p>\n<p>JENNIFER VOLLEN-KATZ: We are certainly not interested in expanding the carceral footprint in Illinois. However, we&#8217;re very realistic about the fact that people who are currently incarcerated are living in conditions that are inhumane, unsafe, and frankly unacceptable.<\/p>\n<p>SEN. LAKESIA COLLINS: When I think about $900 million, I&#8217;m thinking about the communities that could use that funding. I can totally understand those who are opposed to it, but I also know that the current conditions that folks who are incarcerated with right now have to change right now.<\/p>\n<p>NARRATION: While the city continues to make investments, the damage done from current correctional facilities makes it harder to re-enter society.<\/p>\n<p>BROOMFIELD: A lot of people was like, \u201cActually,\u201d they\u2019re like, \u201cDo you know where the Bean at?\u201d I\u2019m like, \u201cWhat the hell is the Bean?\u201d<\/p>\n<p><span class=\"TrackChangeTextInsertion TrackedChange
