{"id":11665,"date":"2015-03-19T16:53:16","date_gmt":"2015-03-19T21:53:16","guid":{"rendered":"http:\/\/news.medill.northwestern.edu\/chicago\/?p=11665"},"modified":"2015-03-19T16:53:16","modified_gmt":"2015-03-19T21:53:16","slug":"policymakers-citizens-ponder-possibilities-behind-student-loan-forgiveness","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/policymakers-citizens-ponder-possibilities-behind-student-loan-forgiveness\/","title":{"rendered":"Policymakers, citizens ponder possibilities behind student loan forgiveness"},"content":{"rendered":"<p>By Bethel Habte<\/p>\n<p>Nationally, the tab is $1.3 trillion and climbing.<\/p>\n<p>With 25 percent of the outstanding student loan debt already in deferment, forbearance or default, policymakers in Washington are wondering: should the federal government forgive it?<\/p>\n<p><!--more--><\/p>\n<p>Borrowers and non-borrowers in Chicago chimed in with their thoughts.<\/p>\n<p>\u201cEither way someone\u2019s going to have to pay, right?,\u201d said 30-year old Chicago resident Karen Craig, one of 40 million Americans with student loan debt.<\/p>\n<p>With a bachelor\u2019s degree under her belt, Craig is now working on a graduate degree. While Craig has loans \u201cout the wazoo,\u201d she said she believes the debt is her cross to bear. \u201cI would not want to put the burden on [other] people,\u201d she said. \u201cI\u2019d rather deal with it myself.\u201d<\/p>\n<p>A survey by the <a href=\"http:\/\/blogs.wsj.com\/economics\/2015\/03\/10\/the-average-student-debt-load-in-d-c-is-a-whopping-40885\/?mod=e2tw\" target=\"_blank\">Department of Education<\/a> ranks Illinois 12<sup>th <\/sup>in average student loan debt per borrower in the 50 states and Washington D.C., with an average of $27,303.21 per borrower.<\/p>\n<p>Chicago resident Michelle Moratillo, 24, said she wouldn\u2019t want the debt burden to roll over to taxpayers. \u201cI wouldn\u2019t want to pay for someone else\u2019s student loans,\u201d she said, adding that she worries for a friend who\u2019s heavily burdened. \u201cAll this is going to catch up to her.\u201d<\/p>\n<p>While outright forgiveness is <a href=\"http:\/\/news10.com\/2015\/03\/16\/schumer-pushes-for-student-loan-forgiveness-upon-death\/\" target=\"_blank\">rare<\/a>, <a href=\"https:\/\/studentaid.ed.gov\/repay-loans\/understand\/plans\/income-driven#monthly-payments\" target=\"_blank\">income-driven repayment<\/a> plans currently exist to allow borrowers to make payments between 10 to 20 percent of their discretionary income, and allow total forgiveness of the balance after 20 to 25 years. That difference would roll over to the government\u2019s balance sheet.<\/p>\n<p>Some economists and think tanks have argued against income-driven repayment and its subsequent loan forgiveness. In a comprehensive April 2014 <a href=\"http:\/\/www.brookings.edu\/~\/media\/research\/files\/papers\/2014\/04\/14%20student%20safety%20nets\/ibr_online.pdf\" target=\"_blank\">report<\/a>, Brookings Institution fellows Beth Akens and Matthew Chingos argued that income-driven repayment plans are unnecessary for ensuring affordability and that they create incentives for excessive borrowing, \u201cpotentially contributing to rising college prices for everyone.\u201d<\/p>\n<p>Their research found that the most lenient pay-back option \u2013 10 percent of disposable income and forgiveness after 20 years \u2013 led to the highest projected shortfall, $14 billion per year, versus $11 billion per year for another attractive plan that requires 15 percent of disposable income and forgiveness after 25 years.<\/p>\n<p>\u201cIn the case of income-based repayment programs, the moral hazard is that students take on more loans than they otherwise would because they know they won\u2019t have to pay the full cost if they experience low incomes later on,\u201d Akens and Chingos concluded. \u201cThere is no way to get rid of moral hazard entirely, but eliminating the forgiveness provisions would reduce the potential for over-borrowing by requiring borrowers to eventually pay off their debt, while protecting them from unaffordable payments at any given point in time.\u201d<\/p>\n<p>But in Chicago, Staci Muhammad, 42, with no student loan debt of her own, feels as though sharing the debt through the greater tax base would be a favorable alternative.<\/p>\n<p>\u201cI think it\u2019s moving more toward free education, which is a human right,\u201d she said, adding that the cost of education is unfairly misaligned with real earnings after graduation.<\/p>\n<p>This month the Obama administration issued\u00a0<a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2015\/03\/10\/fact-sheet-student-aid-bill-rights-taking-action-ensure-strong-consumer-\" target=\"_blank\">A Student Aid Bill of Rights<\/a> and several proposals to ensure that loan servicers treat borrowers fairly. In 2012, the White House partnered with the IRS to ease income-based repayment sign-ups. According to the National Student Loan Data System, enrollment grew in the final two quarters of 2013 by nearly 40 percent\u00a0to 1.3 million borrowers. According to the White House, that number&#8217;s up to 2.4 million today.<\/p>\n<figure id=\"attachment_11667\" aria-describedby=\"caption-attachment-11667\" style=\"width: 321px\" class=\"wp-caption alignnone\"><a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/03\/Snip20150318_12.png\"><img decoding=\"async\" class=\"wp-image-11667\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/03\/Snip20150318_12-300x144.png\" alt=\"Snip20150318_12\" width=\"321\" height=\"154\" srcset=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2015\/03\/Snip20150318_12-300x144.png 300w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2015\/03\/Snip20150318_12.png 884w\" sizes=\"(max-width: 321px) 100vw, 321px\" \/><\/a><figcaption id=\"caption-attachment-11667\" class=\"wp-caption-text\">The White House issued &#8220;A Student Aid Bill of Rights&#8221; that outlines the rights of borrowers, including the right to an affordable repayment plan.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>Senate Democrats, including Sen. Elizabeth Warren (D-Mass.), took the debate a step further in a <a href=\"http:\/\/www.warren.senate.gov\/files\/documents\/2015_25_02_Letter_to_Secretary_Duncan_re_Student_Loan_Profits.pdf\" target=\"_blank\">letter<\/a> to Department of Education Secretary Arne Duncan, urging the government to find more ways to help borrowers buried in debt.<\/p>\n<p>\u201cThe Higher Education Act, for example, directs the Department of Education to implement a plan to cancel student loan borrowers\u2019 debts when their colleges act in ways that hurt the quality of their education or their finances,\u201d the letter states. \u201cTo date, however, the Department of Education has yet to give borrowers a clear idea of how to exercise this option.\u201d<\/p>\n<p>In February, the U.S. Department of Education <a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/for-profit-college-agrees-to-forgive-almost-half-a-billion-in-student-debt\/\" target=\"_blank\">forgave<\/a> more than $480 million borrowed by students of Corinthian Colleges Inc., the company behind three for-profit colleges. Consumer Financial Protection Bureau in a<a href=\"http:\/\/files.consumerfinance.gov\/f\/201409_cfpb_complaint_corinthian.pdf\" target=\"_blank\"> legal filing<\/a> said the publically-traded company \u201cdeceptively and unfairly induced students to incur significant debt.\u201d<\/p>\n<p>Chicago resident Michael Pavelich, 29, said that while he believes there\u2019s already too much government spending, he wouldn\u2019t argue with measures to help borrowers dig themselves out of debt.<\/p>\n<p>\u201cI think a lot of times when people are 18 they don\u2019t actually realize how much debt they\u2019re taking on,\u201d he said.<\/p>\n<div id=\"featurecaption\">Photo at top: According to a survey by the Department of Education, student loan borrowers from Illinois owe an average of $27,303.21.
