{"id":12226,"date":"2015-04-07T15:48:00","date_gmt":"2015-04-07T20:48:00","guid":{"rendered":"http:\/\/news.medill.northwestern.edu\/chicago\/?p=12226"},"modified":"2015-04-08T10:45:26","modified_gmt":"2015-04-08T15:45:26","slug":"ward-runoff-races-heat-up","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/ward-runoff-races-heat-up\/","title":{"rendered":"Ward runoff races heat up"},"content":{"rendered":"<p>By Steven Chambers and Meghan Tribe<\/p>\n<div id=\"featurecaption\">UPDATED: This story&#8217;s been updated to reflect late-closing polling places.<\/div>\n<p>&nbsp;<\/p>\n<p>Residents in the 1st, 41st, 42nd and 46th wards will have an extra hour to cast their ballots in Chicago mayoral runoff election.<\/p>\n<p>A judge of elections granted a petition of the Board of Election asking for voting hours to be extended in certain precincts in Chicago. Polling places in those precincts are directed to remain open and conduct voting until 8 p.m. All voters in line as of 8 p.m. will be permitted to vote.<\/p>\n<p>This could have an effect on the race for alderman in the 46th ward. Alderman James Cappleman is fighting to keep his seat against challenger, Amy Crawford. Issues in the runoff have focused on crime, poverty, affordable housing and economic development. Crawford forced a runoff when she won 37.6 percent of the vote to Cappleman\u2019s 46.7.<\/p>\n<p>[field name=&#8221;latewards&#8221;]<br \/>\n<em>Polling stations in 5 wards stayed open until 8 p.m. on Tuesday. (Jasmine Sanborn\/Medill)<\/em><\/p>\n<p>Despite reported low turnout\u00a0in the early hours of election day, Chicago voters\u00a0still have until 7 p.m. in most wards to cast their ballots in the city\u2019s first runoff mayoral election between Mayor Rahm Emanuel and Jesus &#8220;Chuy&#8221; Garcia.<\/p>\n<p>But in 18 wards, residents are\u00a0also voting for their aldermen in runoffs.<\/p>\n<p>Hours before the polls even opened, 15th ward aldermanic candidate\u00a0<a href=\"http:\/\/voteyanez.com\/\" target=\"_blank\">Rafael Ya\u00f1ez<\/a> cautioned his supporters through his official Facebook and <a href=\"https:\/\/twitter.com\/VoteYanez\/status\/585252047726874624?lang=en\" target=\"_blank\">Twitter pages<\/a> about reports of voter fraud concerning absentee ballots in the ward.<\/p>\n<p><!--more--><\/p>\n<figure id=\"attachment_12322\" aria-describedby=\"caption-attachment-12322\" style=\"width: 3264px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/04\/LowTurnout.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-12322\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/04\/LowTurnout.jpg\" alt=\"As of 10:55 am, only 70 voters had cast their votes for the 11th Ward aldermanic run off election between Kozlar and Thompson. Several outraged residents were interviewed and said they had their absentee ballots picked up by a group of individuals associated with the campaign of the committeeman,\u201d stated Ya\u00f1ez\u2019s official Facebook page <a href=\"https:\/\/www.facebook.com\/voteyanez?fref=nf\" target=\"_blank\"><em>Rafael Ya\u00f1ez for Alderman<\/em><\/a> said.<\/p>\n<p>The 15th Ward Democratic committeeman Raymond Lopez is Yanez&#8217;s opponent in the aldermanic race.<\/p>\n<p>Lopez responded that there was no fraud and no complaint about voter fraud, calling it \u201conly a desperation\u201d move by his opponent.<\/p>\n<p><a href=\"http:\/\/mv.univision.com\/video\/590042\/fraude-electoral-distrito-15-chicago?channelId=12504\" target=\"_blank\">During an interview with Univision<\/a>, Ya\u00f1ez said that he is sure that this is happening in the ward, but his campaign is not involved.<\/p>\n<p>Jim Allen, spokesman for the Chicago Board of Elections, said that there was a report of someone collecting absentee ballots where a voter reported that they turned over their absentee ballot reluctantly, but the ballot had been received more than a week ago. Rafael Lopez promises to bring needed changes to the ward. <a href=\"http:\/\/wp.me\/p5dTAg-3en\" target=\"_blank\">Continue reading <span class=\"meta-nav\">\u2192<\/span><\/a><\/p>\n<hr \/>\n<p>\u201cWe\u2019re still investigating it, but there has been nothing yet to indicate it\u2019s been widespread,\u201d Allen said. \u201cWe don&#8217;t have anything definitive as to who the person was or [on] who&#8217;s behalf they&#8217;ve been working.\u201d<\/p>\n<p>The 11th ward race for alderman offers political theatre of a different sort. The runoff election pits Patrick Daley Thompson and law school student <a href=\"http:\/\/www.johnkozlar.com\/\" target=\"_blank\">John Kozlar<\/a>. Daley, grandson of former mayor Richard Daley, surged to a double digit lead in an Ogden and Fry poll conducted on March 30<sup>th<\/sup>. Thompson\/Twitter)<\/figcaption><\/figure>\n<p>Kozlar, a student at John Marshall Law School was a candidate for alderman in 2011, garnering 22 percent of the vote against then-incumbent Jim Balcer. Via DNAinfo.com, he is credited with turning around the Canaryville little league and wants to attract businesses to the ward.<\/p>\n<p>Neighborhood safety and economic development are top priorities in several city runoffs.
