{"id":185,"date":"2015-01-26T16:26:43","date_gmt":"2015-01-26T22:26:43","guid":{"rendered":"http:\/\/news.medill.northwestern.edu\/justus\/?p=185"},"modified":"2015-01-27T09:12:02","modified_gmt":"2015-01-27T15:12:02","slug":"experts-cite-ebolas-indirect-cost-urge-public-private-partnerships","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/experts-cite-ebolas-indirect-cost-urge-public-private-partnerships\/","title":{"rendered":"Experts cite Ebola\u2019s indirect cost, urge public-private partnerships"},"content":{"rendered":"<p>By Jin Wu<\/p>\n<p>Chicago health care and economic experts said the indirect cost of Ebola is enormous and partnerships between public and private sectors could be a solution for \u201cthe market failures\u201d in Ebola prevention and treatment.<\/p>\n<p>Dozens of people attended a public conversation called \u201cThe Cost of Health Crisis\u201d Wednesday night at Chicago\u2019s Harold Washington Library, discussing about the economics of pandemics, in this case, Ebola.<!--more--><\/p>\n<p>Emergency legislation gives the <a href=\"http:\/\/www.nih.gov\">National Institutes of Health<\/a> (NIH) $238 million for Ebola research and vaccine development as part of a government-wide <a href=\"http:\/\/news.sciencemag.org\/funding\/2014\/12\/within-nih-s-flat-2015-budget-few-favorites\">$5.2 billion appropriation<\/a> to strengthen U.S. public health service and also contain the outbreak in West Africa.<\/p>\n<div id=\"related\">\n<h2>Related stories<\/h2>\n<p><a href=\"http:\/\/news.medill.northwestern.edu\/justus\/2015\/01\/15\/fear-factor-the-high-hidden-cost-of-the-ebola-epidemic\/\">Fear factor: The high hidden cost of the Ebola epidemic<\/a><\/p>\n<\/div>\n<p>However, one key idea that was repeatedly raised in the panel was the indirect cost of public risk aversion caused by Ebola, which may generate far more economic damage than the direct expenditures, both in <a href=\"http:\/\/www.cdc.gov\/vhf\/ebola\/outbreaks\/2014-west-africa\/distribution-map.html\">epidemic areas<\/a> and elsewhere.<\/p>\n<p>\u201cCosts of pandemics like Ebola include both direct and indirect ones,\u201d said Robert A. Weinstein, MD, former chair of medicine at the Cook County Health and Hospitals System. \u201cDirect ones are hospitals\u2019 investment and patients\u2019 payments. However, it cannot be ignored that there is an enormous amount of indirect cost on the whole society including life loss, lost productivity and reduced quality of life.\u201d<\/p>\n<p>\u201cIrrational behavior caused by unfounded fear,\u201d as <a href=\"http:\/\/www.feinberg.northwestern.edu\">Northwestern Feinberg School of Medicine<\/a> Dr. Catherine Belling put it, threatens human identity and human connection in individual daily life. As a recent <a href=\"http:\/\/www.washingtonpost.com\/blogs\/wonkblog\/wp\/2014\/10\/08\/fear-of-ebola-could-have-catastrophic-economic-costs-world-bank-predicts\/\">World Bank Ebola report<\/a> stated, this cost of fear may be the most expensive result of the Ebola crisis.<\/p>\n<p>\u201cEbola [is] scary because people make it scary,\u201d said Dr. Weinstein. \u201cCurrently the most important thing is the trust of the population. (Bloomberg)<\/figcaption><\/figure>\n<p>An examination of last fall\u2019s stock market trading reveals an apparent correlation between <a href=\"http:\/\/en.wikipedia.org\/wiki\/Dow_Jones_Industrial_Average\">Dow Jones Industrial Average<\/a> and Ebola media coverage. Investors\u2019 concern about the economy may not be the only reason behind the big drop in mid-October 2014; susceptible productivity in West Africa could be another one.<\/p>\n<p>\u201cThere are a handful of commodities [that are] largely produced in West Africa which are hardest hit by Ebola such as cocoa beans,\u201d said Dr. Rena Conti, assistant professor of hematology and oncology at the <a href=\"http:\/\/www.uchicago.edu\">University of Chicago<\/a>. \u201cThey are largely related to labor who work in the field to produce materials. Experimental biopharmaceutical drug <a href=\"http:\/\/en.wikipedia.org\/wiki\/ZMapp\">ZMapp<strong>\u00ae<\/strong><\/a> was cited as a result of corporations partnering with government to produce Ebola vaccine.<\/p>\n<p>\u201cThe companies have the unique friendship with the U.S. government to ramp up supplies of the drug so that they will be more available for enrollment and clinical trials, in the medium term and also in the long term,\u201d Dr. Conti said. \u201cIt\u2019s a very nice example. Hopefully it will succeed.\u201d<\/p>\n<p>Drugmakers such as <a href=\"http:\/\/www.mappbio.com\">Mapp Biopharmaceutical Inc.<\/a>, <a href=\"http:\/\/www.jnj.com\">Johnson &amp; Johnson<\/a> and logistics company <a href=\"https:\/\/www.pae.com\">Pacific Architects &amp; Engineers Inc.<\/a> are part of a $2 billion government contract to develop vaccines and drugs, and transport medical facilities.<\/p>\n<figure id=\"attachment_220\" aria-describedby=\"caption-attachment-220\" style=\"width: 982px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/news.medill.northwestern.edu\/justus\/wp-content\/uploads\/sites\/4\/2015\/01\/Untitled_21.png\"><img decoding=\"async\" class=\"size-full wp-image-220\" src=\"http:\/\/news.medill.northwestern.edu\/justus\/wp-content\/uploads\/sites\/4\/2015\/01\/Untitled_21.png\" alt=\"The $2 billion one-year contract between the U.S. government and pharmaceutical and logistics companies for Ebola response. (Bloomberg \/ Jin Wu, Medill)<\/figcaption><\/figure>\n<p>According to Dr. Conti, the partnership between the U.S. government and corporations could be a solution for what she termed \u201cthe market failures.\u201d<\/p>\n<p>\u201cGovernments face time-inconsistent incentives,\u201d she said. \u201cBefore a vaccine or drug is developed, the purchasers want producers to invest in research and development and establish large-scale production facilities. But once a vaccine or drug is developed, purchasers want the vaccine to be sold at the lowest possible price. Therefore, firms that produce the vaccine or drug are reluctant to make the requisite R&amp;D investments in the first place.\u201d<\/p>\n<p>Maria DeTolve Donoghue, an independent healthcare consultant in the audience added, \u201cI think it\u2019s the combination of failures in what should have been mainstream [healthcare] and then you put your hope with this startup to form those kind of public private partnerships Dr. Conti referred to. \u2026 The costs are so high, resources are so limited so that we have to have new paradigms. New paradigms for using clinical data, new paradigms for product trials, new paradigms for partnerships and alliances.\u201d<\/p>\n<p>Family nurse practitioner Karen Heffernan, also in the audience, commented, \u201cWhat I learned is that public health is public wealth.
