(Alexis Myers\/Medill)The new Lathrop would eliminate 525 public housing units and convert 45 percent of units into market-rate housing. (Alexis Myers\/Medill)<\/figcaption><\/figure>\n<p>Many, like Leah Levinger, director of the Chicago Housing Initiative, said she fears that the new market-rate housing strategy would push out lower-income residents in an already affluent neighborhood, which would further segregate Chicago.<\/p>\n<p>\u201cIt\u2019s a disservice to the residents who need affordable housing,\u201d she said at the Nov. 9 protest outside Thompson Center Plaza.<\/p>\n<p>Today, 138 families remain at Lathrop\u2019s 925 total units, according to CHA\u2019s most recent <a href=\"http:\/\/www.thecha.org\/assets\/1\/6\/CHA_Q2_2015_Quarterly_Report_8.12.15_FINAL.pdf\" target=\"_blank\">Quarterly Report<\/a>.<\/p>\n<figure id=\"attachment_20415\" aria-describedby=\"caption-attachment-20415\" style=\"width: 474px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/11\/Lathrop9.jpg\"><img decoding=\"async\" class=\"wp-image-20415 size-large\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/11\/Lathrop9-1024x680.jpg\" alt=\"Most of the windows have been boarded up since 2000, according to Lathrop residents. (Alexis Myers\/Medill)<\/figcaption><\/figure>\n<p>\u201cEvery time they move a family out, they don\u2019t move a new family in, and that\u2019s how Lathrop has become the ghost town that it is,\u201d Levinger said.<\/p>\n<p>Matthew Aguilar, senior manager of communications at the CHA, said the agency plans to expend $90 million of the development reserve balance this year on capital projects and resident services. Roughly $2.5 million of the development reserves in 2015 will go toward the redevelopment of Lathrop.<\/p>\n<p>J.L. Gross, 63, a disabled veteran, has lived in Lathrop Homes for 26 years, and said the CHA offered people housing vouchers to move elsewhere when they decided to remodel Lathrop, but he didn\u2019t want to leave his community.<\/p>\n<p>[field name=&#8221;lathrop homes 360&#8243;]<\/p>\n<div class=\"featurecaption\">There are over 700 vacant units at Lathrop Homes on W Diversey Pkwy and N Clybourn Ave. (Alexis Myers\/Medill)<\/div>\n<p>\u201cThe developers want to take the property that I live on and bring in more retail and displace low-income people,\u201d Gross said. \u201cChicago needs more low-income housing than ever because there\u2019s a vast number of people that don\u2019t have a place to stay.\u201d<\/p>\n<p>According to Aguilar, the new Lathrop will strive to achieve many goals, including achieving a quality mixed-income community, a connection to the surrounding community, a model for sustainable development, the preservation of the architectural heritage and an emphasis of the site\u2019s proximity to the river.<\/p>\n<figure id=\"attachment_20414\" aria-describedby=\"caption-attachment-20414\" style=\"width: 474px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/11\/Lathrop8.jpg\"><img decoding=\"async\" class=\"wp-image-20414 size-large\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/11\/Lathrop8-1024x680.jpg\" alt=\"Some of the doors to Lathrop Homes are bolted shut. (Alexis Myers\/Medill)<\/figcaption><\/figure>\n<p>An ordinance, introduced two years ago by the Chicago Housing Initiative, \u201c<a href=\"http:\/\/www.chicagohousinginitiative.org\/keeping-the-promise\/\" target=\"_blank\">Keeping the Promise<\/a>,\u201d would ensure the CHA reports to the City Council four times a year, preserve or replace all standing public housing units, circulate more housing vouchers and keep its promises to rebuild replacement housing.<\/p>\n<p>By law, the ordinance would preserve or replace all of the 925 public housing units at Lathrop moving forward, Levinger said.<\/p>\n<p>Brock Grosso, the housing organizer at Access Living, who attended the protest, urged the CHA to take accountability and create more city oversight of its actions.<\/p>\n<figure id=\"attachment_20409\" aria-describedby=\"caption-attachment-20409\" style=\"width: 474px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/11\/Lathrop5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20409 size-large\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/11\/Lathrop5-1024x680.jpg\" alt=\"Protestors gathered outside of Thompson Center Plaza to protest against the CHA's treatment of Lathrop Homes.
