{"id":25480,"date":"2016-01-27T16:55:46","date_gmt":"2016-01-27T22:55:46","guid":{"rendered":"http:\/\/news.medill.northwestern.edu\/chicago\/?p=25480"},"modified":"2016-01-27T17:49:07","modified_gmt":"2016-01-27T23:49:07","slug":"little-village-residents-welcome-diversity-fear-rising-rents","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/little-village-residents-welcome-diversity-fear-rising-rents\/","title":{"rendered":"Little Village residents welcome diversity, fear rising rents"},"content":{"rendered":"<p><strong>By Harry Huggins<\/strong><\/p>\n<p class=\"dropcap\">Residents of Chicago\u2019s largely Hispanic Little Village neighborhood are excited to greet their increasingly diverse neighbors, but the area\u2019s popularity comes at the expense of long-time tenants who grew up in a community with more affordable housing.<\/p>\n<p>Jesus Zamudio was born and raised in Little Village, which is just west of Pilsen on the city\u2019s Southwest Side.<\/p>\n<p>\u201cI noticed that little by little, Asians, African-Americans and white people have been joining our community,\u201d Zamudio said. \u201cI like that, because I don\u2019t want to be a part of only Mexicans, but I want to see other cultures around here.\u201d<br \/>\n<!--more--><br \/>\nZamudio and his six family members have lived in the same apartment on South Sacramento Avenue for 16 years. Their landlord increased their rent last year, and now Zamudio, his brother and sister work to help their father pay rent. Zamudio works at La Catedral, a coffee shop at South Christiana Avenue and West 25th Street.<\/p>\n<p>Zamudio said he feels the stress of appreciating home values in the area, saying, \u201cI\u2019m afraid right now; it\u2019s just too much.\u201d<\/p>\n<p>In fact, according to real estate data from <a href=\"http:\/\/www.zillow.com\/little-village-chicago-il\/home-values\/\" target=\"_blank\">Zillow<\/a>, home values are increasing in Little Village faster than in Chicago as a whole. The median price of homes sold in the neighborhood has increased 7.6 percent since January of last year, up to $128,000,\u00a0which is moving at a 1 percent faster rate than home prices in Chicago overall.<\/p>\n<figure id=\"attachment_25605\" aria-describedby=\"caption-attachment-25605\" style=\"width: 474px\" class=\"wp-caption alignnone\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-25605 size-large\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/01\/Rent-House-1024x768.jpg\" alt=\"For Rent\" width=\"474\" height=\"356\" srcset=\"https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/01\/Rent-House-1024x768.jpg 1024w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/01\/Rent-House-300x225.jpg 300w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/01\/Rent-House-768x576.jpg 768w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/01\/Rent-House.jpg 1100w\" sizes=\"(max-width: 474px) 100vw, 474px\" \/><figcaption id=\"caption-attachment-25605\" class=\"wp-caption-text\">Rent prices and home values in Little Village are increasing faster than in Chicago overall. (Harry Huggins\/MEDILL)<\/figcaption><\/figure>\n<p>The most recent citywide data show that about a third of Little Village households live below the poverty level. The community also ranks second worst among <a href=\"https:\/\/data.cityofchicago.org\/Health-Human-Services\/Census-Data-Selected-socioeconomic-indicators-in-C\/kn9c-c2s2\" target=\"_blank\">Chicago neighborhoods<\/a> in both most crowded housing and per capita income.<\/p>\n<p>Cristina Puzio is an assistant at the Erie Neighborhood House\u2019s Buen Hogar program, which connects residents of Little Village and other Latino communities to housing and rental assistance through the Chicago Housing Authority.<\/p>\n<p>Puzio sees more clients seeking housing affordability, especially with emergency rental assistance, than in any of her four years working at Buen Hogar. She said many families she works with suffer a loss of income or a family member. They then face the triangular problem of either living in an apartment they can\u2019t pay for, hunting for one of the disappearing affordable options near them or eating the cost of moving to a cheaper neighborhood.<\/p>\n<p>\u201cFamilies are struggling,\u201d Puzio said.<\/p>\n<p>Puzio said families are stressed as more investors from outside Little Village are buying property there than in recent memory.<\/p>\n<p>\u201cThese new property owners are not aware that we need affordable housing if they\u2019re just thinking about making a profit,\u201d Puzio said. \u201cI\u2019m hoping that they are just aware of what they can and can\u2019t do. That\u2019s why we\u2019re here, to educate people on their rights.\u201d<\/p>\n<p>Little Village residents see similarities between what\u2019s happening to them now and recent gentrification in neighboring Pilsen.<\/p>\n<p>\u201cI feel like we\u2019re going to go through the same changes that Pilsen is going through,\u201d Puzio said. \u201cCompared to Pilsen, Little Village is affordable, but still, people can\u2019t afford to pay the rent. (Harry Huggins\/MEDILL)<\/figcaption><\/figure>\n<p>Judith Salazar manages properties for First Capitol Realtors, including Zamudio\u2019s apartment.<\/p>\n<p>Salazar argued that landlords are increasing rents in Little Village to pay for higher property taxes and water bills, greater upkeep costs in overcrowded buildings and overdue infrastructure updates like new heating systems.<\/p>\n<p>Despite the mounting financial pressures that come with higher property values, some long-time residents like Zamudio said they welcome the increasing attention to Little Village and the new residents coming into the community.<\/p>\n<p>\u201cPeople know each other around here,\u201d Zamudio said. \u201cKids grew up playing together in the street, tossing the ball around like a Boys and Girls Club and everything. But it\u2019s actually nice to see people from different places come here.\u201d<\/p>\n<p>Michel Quiles works with Zamudio at La Catedral. He said he enjoys meeting new people and likes that his old high school, Community Links, is becoming more diverse.<\/p>\n<p>\u201cIt doesn\u2019t worry me,\u201d Quiles said. \u201cIt\u2019s a new change. It\u2019s a better change. It\u2019s not going to be just one kind of race. I\u2019m excited to see that.\u201d<\/p>\n<p>Alejandra Alvarez is the housing resource coordinator at Enlace Chicago, a community organizing nonprofit in Little Village. She grew up in the neighborhood. Now, she helps residents fight unlawful evictions and find rental assistance through Buen Hogar.<\/p>\n<p>\u201cWhen I walk around Little Village, I still feel that it\u2019s Little Village,\u201d Alvarez said.
