And as the sun set, they danced under the shade of the multi-million-dollar Trump Tower, one of the monoliths that represents the man who will be stepping into the White House in January.<\/p>\n<p>As people continue to protest in various states against the results of the election, thousands of Native Americans and their allies all over the nation are intensifying their fight against the controversial Dakota Access Pipeline. (Pat Nabong\/MEDILL)<\/figcaption><\/figure>\n<p>Trump \u201cputs politics over people, so I believe deep down in my heart that now that Donald Trump won the presidential 2016 election, he will allow Dakota Access Pipeline to continue to be built,\u201d said Lamon Reccord, organizer of one of the NoDAPL protests in Chicago.<\/p>\n<p><strong><em>Calling on Obama<\/em><\/strong><\/p>\n<p>With less than two months left for the Obama administration, and the pipeline<a href=\"http:\/\/www.desmoinesregister.com\/story\/news\/2016\/11\/09\/dakota-access-pipeline-trump-could-aid-completion-if-needed\/93557704\/\"> almost complete<\/a>, Native Americans and those who are in solidarity with them are racing against time, with their voices pleading to Obama, their picket signs poised in front of <a href=\"http:\/\/www.usace.army.mil\/Dakota-Access-Pipeline\/FAQs\/\">U.S. Army Corps of Engineers<\/a> buildings and their eyes locked on Trump.<\/p>\n<p>But Obama and the Corps are delaying the process. The U.S. Army Corps of Engineers is a federal government body that has the power to grant permits for water crossings and construction on federally-owned lands. The Corps is asserting jurisdiction over the 3 percent of Dakota Access Pipeline\u2019s 1,168-mile route. They have not permitted the pipeline to cross Lake Oahe in North Dakota, the only <a href=\"https:\/\/www.theguardian.com\/us-news\/2016\/nov\/08\/dakota-access-pipeline-project-continues-operator-oil-obama\">remaining<\/a> uncompleted section \u00a0of the pipeline.<\/p>\n<p>Obama stepped in and <a href=\"http:\/\/www.theatlantic.com\/science\/archive\/2016\/09\/the-obama-administration-temporarily-blocks-the-dakota-access-pipeline\/499454\/\">temporarily halted <\/a>the pipeline\u2019s construction in September and requested the company to \u201cvoluntarily pause all construction activity within 20 miles east or west of Lake Oahe\u201d to accommodate further discussions among tribes, pipeline developers and the Corps.<\/p>\n<p>In an<a href=\"https:\/\/twitter.com\/nowthisnews\/status\/793656884083339264?ref_src=twsrc%5Etfw\"> exclusive interview <\/a>with NowThis on Nov. 1, Obama said, &#8220;I think right now the Army Corps is examining whether there are ways to reroute this pipeline in a way. So we&#8217;re going to let it play out for several more weeks and determine whether or not this can be resolved in a way that I think is properly attentive to the traditions of the first Americans.&#8221;<\/p>\n<blockquote class=\"twitter-video\">\n<p dir=\"ltr\" lang=\"en\">EXCLUSIVE: <a href=\"https:\/\/twitter.com\/POTUS\">@POTUS<\/a> on Dakota Access Pipeline protests: \u201cThere&#8217;s an obligation for authorities to show restraint&#8221; <a href=\"https:\/\/t.co\/OfITagV1WG\">pic.twitter.com\/OfITagV1WG<\/a><\/p>\n<p>\u2014 NowThis (@nowthisnews) <a href=\"https:\/\/twitter.com\/nowthisnews\/status\/793656884083339264\">November 2, 2016<\/a><\/p><\/blockquote>\n<p>In a statement, the Corps said that while discussion among the tribe, Energy Transfer Partners and the Corps is ongoing, \u201cconstruction on or under Corps land bordering Lake Oahe [in North Dakota] cannot occur because the Army has not made a final decision on whether to grant an easement.\u201d<\/p>\n<p>Although the pipeline is still in limbo,\u00a0 people are continuing what they have been doing for the past few months but now with more immediacy, an air of desperation and a rethinking of strategy.<\/p>\n<p>Energy Transfer Partners and its subsidiary Sunoco Logistics Partners L.P. have fought back by filing two lawsuits in federal district court. (Pat Nabong\/MEDILL)<\/figcaption><\/figure>\n<p>Community organizing has intensified with nationwide protests and the Nov. 15 #NoDAPL day of action during which<a href=\"http:\/\/www.colorlines.com\/articles\/people-300-cities-are-taking-part-nodapl-day-action\"> demonstrations were held<\/a> in over 300 cities in the U.S. and abroad. Several petitions are circulating while some people are divesting from banks such as JPMorgan Chase and Bank of America, which are funding the Dakota Access Pipeline, according to <a href=\"http:\/\/www.yesmagazine.org\/people-power\/how-to-contact-the-17-banks-funding-the-dakota-access-pipeline-20160929\">Yes! (Pat Nabong\/MEDILL)<\/figcaption><\/figure>\n<p>If \u00a0the halt in construction is made permanent by the Obama administration, Trump will still probably be able to overturn that decision, according to a source in the Corps\u2019 legal department. However, this is going to be a complex process. If Trump wanted to lift the halt by executive action, there would need to be legal steps to do it. The process would be long and complex, and it\u2019s never just \u201cblack and white,\u201d according to Phillip Ellis, senior press secretary of Earth Justice, the legal team of the Standing Rock Sioux Tribe.<\/p>\n<p>It is not clear if that process would be any shorter than the lawsuits that are now pending in federal court.<\/p>\n<p><strong><em>Vested interest<\/em><\/strong><\/p>\n<p>The reason why protesters are intensifying the movement in the wake of the election is also because of Trump\u2019s vested interest in fossil fuels and his statements about climate change.<\/p>\n<p>Trump\u2019s conflict of interest is evident in his<a href=\"http:\/\/www.cnn.com\/2015\/07\/22\/politics\/donald-trump-personal-financial-disclosure-report\/index.html\"> personal financial disclosure forms<\/a>, one of which he released when he announced his candidacy in 2015. The forms show that he invested $500,000 to $1 million in Energy Transfer Partners, L.P., one of the primary developers of the pipeline that the Standing Rock Sioux tribe claims <a href=\"http:\/\/thenaturalhistorymuseum.org\/archaeologists-and-museums-respond-to-destruction-of-standing-rock-sioux-burial-grounds\/\">destroyed sacred burial sites <\/a>and threatens the tribe\u2019s water source. One year later his financial disclosure form, which he released in May 2016, shows that his investment in Energy Transfer Partners was reported at $15,000 to $50,000 worth of stock, according to the<a href=\"http:\/\/bigstory.ap.org\/article\/398d667b0ccb49ce81aea2032cf0e526\/trump-holds-stock-dakota-access-pipeline\"> Associated Press<\/a> and <a href=\"https:\/\/www.theguardian.com\/us-news\/2016\/oct\/26\/donald-trump-dakota-access-pipeline-investment-energy-transfer-partners\">The Guardian<\/a>, though it\u2019s not clear what accounted for the dramatic decrease in investment and whether Trump gained or lost on the selling of the stock.<\/p>\n<p>Trump\u2019s relationship with Energy Transfer Partners is symbiotic.<a href=\"http:\/\/docquery.fec.gov\/cgi-bin\/fecimg\/?201610129032391098\"> Campaign contribution records<\/a> show that Kelcy Warren, CEO of Energy Transfer Partners, donated $3,000 directly to Trump\u2019s campaign,\u00a0 $100,000 to Trump Victory Committee, a joint fundraising group that includes Donald J. Trump For President, 11 state Republican committees and the Republican National Committee, and another $66,800 to the Republican National Committee, according to <a href=\"https:\/\/www.theguardian.com\/us-news\/2016\/oct\/26\/donald-trump-dakota-access-pipeline-investment-energy-transfer-partners\">The Guardian<\/a>.<\/p>\n<p>Trump also owns a significant amount of stock in Phillips 66, which has a 25% share of the pipeline, according to both <a href=\"https:\/\/www.theguardian.com\/us-news\/2016\/oct\/26\/donald-trump-dakota-access-pipeline-investment-energy-transfer-partners\">The Guardian<\/a> and the<a href=\"http:\/\/bigstory.ap.org\/article\/398d667b0ccb49ce81aea2032cf0e526\/trump-holds-stock-dakota-access-pipeline\"> Associated Press,<\/a> though the amounts in the reports differ.<\/p>\n<p>Trump\u2019s 2016 financial disclosure<a href=\"http:\/\/pfds.opensecrets.org\/N00023864_2016_Pres.pdf\"> forms<\/a> also reveal that he has millions of dollars invested in several other fossil fuel companies, according to<a href=\"http:\/\/www.greenpeace.org\/usa\/in-case-you-were-wondering-donald-trump-has-multiple-ties-to-the-dakota-access-pipeline\/\"> Greenpeace<\/a>.<\/p>\n<figure id=\"attachment_46986\" aria-describedby=\"caption-attachment-46986\" style=\"width: 1100px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-46986 size-full\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/11\/DSCF3064.jpg\" alt=\"Environmental activist in front of Trump Tower\" width=\"1100\" height=\"733\" srcset=\"https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/11\/DSCF3064.jpg 1100w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/11\/DSCF3064-300x200.jpg 300w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/11\/DSCF3064-768x512.jpg 768w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2016\/11\/DSCF3064-1024x682.jpg 1024w\" sizes=\"(max-width: 1100px) 100vw, 1100px\" \/><figcaption id=\"caption-attachment-46986\" class=\"wp-caption-text\">Environmental activists joined the NoDAPL rally during which protesters marched from Daley Plaza to Trump Tower. (Pat Nabong\/MEDILL)<\/figcaption><\/figure>\n<p><strong><em>Trump and climate change<\/em><\/strong><\/p>\n<p>What worries people even more than Trump\u2019s investments in fossil fuel industries are his statements on environmental issues.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The concept of global warming was created by and for the Chinese in order to make U.S. manufacturing non-competitive.<\/p>\n<p>\u2014 Donald J. But I don\u2019t believe what they say [climate change].
