{"id":52486,"date":"2017-02-23T21:09:55","date_gmt":"2017-02-24T03:09:55","guid":{"rendered":"http:\/\/news.medill.northwestern.edu\/chicago\/?p=52486"},"modified":"2017-02-23T21:09:55","modified_gmt":"2017-02-24T03:09:55","slug":"cha-development-deal-faces-opposition-from-rogers-park-residents","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/cha-development-deal-faces-opposition-from-rogers-park-residents\/","title":{"rendered":"CHA development deal faces opposition from Rogers Park residents"},"content":{"rendered":"<p><strong>By Holly Kane<\/strong><\/p>\n<p class=\"dropcap\">Before security escorted Stephanie Hayes and about a dozen members of her group out of a meeting Tuesday, the longtime Rogers Park resident asked board members to think about approving a development deal that she fears would disrupt her community.<\/p>\n<p>\u201cWe just want to be left alone, and be in peace,\u201d Hayes said in front of the Chicago Housing Authority Board of Commissioners. \u201cWe want to have our little garden in the space in the back, where we can sit and get fresh air, see the butterflies and the bees the ants, plant a few flowers, and maybe even have a barbecue once in a while.\u201d<\/p>\n<p>Hayes has lived in the Caroline Hedger Apartments, a 436-unit senior building in Rogers Park, since 2013. The unanimously approved development deal allows for the construction of a 111-unit mixed-use development anchored by a 23,000-square-foot Target in the \u201cvacant Hedger parking lot,\u201d according to the agenda.<\/p>\n<p><!--more--><br \/>\nHayes and members of ONE Northside, a housing advocacy organization, spoke at a press conference outside the CHA building before the meeting. John Quirk has lived in Caroline Hedger Apartments since 2008. Before that, he lived in an SRO in Uptown.<\/p>\n<p>\u201cPublic land is not for private property\u201d Quirk said at the meeting. \u201cSome are for mixed-use development. \u2026 I\u2019m against mixed-up-use development.\u201d<\/p>\n<p>Three Corners Development president Christopher Woods said the vote signaled a step in the right direction for the project, and said the resistance means there needs to be continued communication with the community.<\/p>\n<p>\u201cToday is just a step in the process,\u201d Woods said. \u201cWe need to continue to engage and communicate.\u201d<\/p>\n<p>Hayes\u2019 next step will be \u201cflooding the neighborhood\u201d with literature and petition requests ahead of ONE Northside\u2019s meeting with Ald. Moore next week.<\/p>\n<p>Bishop James Alan Wilkowski of the Northwest Diocese, in his collar, spoke at the press conference but could not make it to the meeting due to pain in his legs.<\/p>\n<p>\u201cKnowing the 49th Ward as well as I do, I can\u2019t even begin to understand why they want to put a Target in the neighborhood,\u201d Wilkowski said before the meeting. \u201cI regret that the alderman has become a concubine for Target.\u201d<\/p>\n<p>Target representative Lori Jones testified to the board that the store&#8217;s manager, when hired, will be a \u201ccatalyst for neighborhood involvement.\u201d After the meeting, she said career fairs will encourage neighborhood residents to apply for work and Target will work with the alderman\u2019s office to stay in touch with the community, although they had no specific plans and no store manager.<\/p>\n<p>\u201cIt all seems to come together once the stores open,\u201d Jones said.<\/p>\n<div class=\"featurecaption\">Photo at top: Stephanie Hayes, center, speaks out against a proposed Rogers Park development.
