The complex, which would be built on land owned by the Chicago Housing Authority on the 6400 block of North Sheridan Road, would include a parking garage, market-rate and affordable housing units, and a controversial mini Target department store.<\/p>\n<p><iframe title=\"Rogers Park residents oppose proposed mini Target\" src=\"https:\/\/player.vimeo.com\/video\/212774804?dnt=1&amp;app_id=122963\" width=\"800\" height=\"450\" frameborder=\"0\" allow=\"autoplay; fullscreen\" allowfullscreen><\/iframe><br \/>\n<!--more-->The addition of the Target, near Loyola University Chicago&#8217;s Lake Shore campus, is part of Target&#8217;s campaign to put more stores near urban college campuses. However, the Rogers Park Chamber of Commerce and business owners in the area worry the Target will hurt local businesses.<\/p>\n<p>&#8220;We feel there&#8217;s not a place for a Target in Rogers Park,&#8221; said Bill Morton, president of the Rogers Park Chamber of Commerce. &#8220;They&#8217;re not offering us anything that we don&#8217;t already have, and they&#8217;re not giving.&#8221;<\/p>\n<p>Target did not respond to Medill Reports requests for a comment.<\/p>\n<div class=\"featurecaption\">Photo at top: The proposed apartment complex would replace a vacant lot owned by the Chicago Housing Authority on North Sheridan Road.
