Bruce Rauner\u2019s title took fire at each other Tuesday night for the first televised debate of the gubernatorial race. The debate signaled a growing rivalry between candidates that include billionaire financier J. B. Pritzker, State Senator Daniel Biss and businessman Chris Kennedy as the March primaries draw near.<\/p>\n<p>Candidates touched on ties to former Gov. Rod Blagojevich, taxes, funding for education, and Pritzker\u2019s toilet, among other issues. WTTW\u2019s Carol Marin moderated the debate that included Dr. Robert Marshall, a frequent office-seeker, Tio Hardiman, executive director of the Violence Interrupters, and Bob Da<strong>i<\/strong>ber, Madison County regional school superintendent.<\/p>\n<p><strong><!--more--><\/strong><\/p>\n<p><strong>POST FORUM PRESSER <\/strong><\/p>\n<p>The candidates appeared in a media presser one-by-one along with their running mates, after the forum, to answer additional questions posed by reporters. Pritzker, Biss and Kennedy continued to take shots at one another during the presser.<\/p>\n<p><iframe title=\"J.B. Pritzker, State Sen. Daniel Biss and Chris Kennedy at the post-forum presser\" src=\"https:\/\/player.vimeo.com\/video\/252742021?dnt=1&amp;app_id=122963\" width=\"800\" height=\"450\" frameborder=\"0\" allow=\"autoplay; fullscreen\" allowfullscreen><\/iframe><\/p>\n<p>Hardiman, Daiber and Marshall used the time to address issues such as waning media interest, campaign funding problems and a three-tiered campaign platform.<\/p>\n<p><iframe title=\"Tio Hardiman, Bob Daiber, Dr. Robert Marshall M.D. at the post forum presser\" src=\"https:\/\/player.vimeo.com\/video\/252741959?dnt=1&amp;app_id=122963\" width=\"800\" height=\"450\" frameborder=\"0\" allow=\"autoplay; fullscreen\" allowfullscreen><\/iframe><\/p>\n<p><strong>TAKING\u00a0THE HEAT DURING THE FORUM<\/strong><\/p>\n<p>\u201cThe bottom line is that, frankly, I did nothing wrong,\u201d Pritzker said, regarding criticism of his relationship with Blagojevich, called into question following the release of <a href=\"https:\/\/www.pritzkerblago.com\/?utm_medium=search&amp;utm_campaign=il-jbp&amp;utm_source=ad&amp;utm_content=av&amp;gclid=EAIaIQobChMIxcLyrdrx2AIViISzCh0jlQi8EAAYASAAEgJ_wvD_BwE\">an attack ad by Rauner\u2019s campaign<\/a>.<\/p>\n<p>Pritzker called Rauner\u2019s governorship a failure that resulted in \u201c<a href=\"http:\/\/www.chicagotribune.com\/news\/local\/politics\/ct-met-jb-pritzker-rauner-dcfs-quincy-20180112-story.html\">deaths at the Quincy Veterans Home and at DCFS<\/a>.\u201d<\/p>\n<p>Kennedy, son of the late U.S. Senator and Attorney General Robert Kennedy, challenged Mayor Rahm Emanuel to address city policies that are negatively affecting underserved neighborhoods.<\/p>\n<p>Biss, serving his seventh year in the Illinois General Assembly, agreed that the state government is dysfunctional and swapped barbs with Pritzker that gave them center stage.<\/p>\n<p><strong>STATE INCOME TAX<\/strong><\/p>\n<p>Five of the six candidates said they support replacing the flat 4.95 percent state income with a progressive or graduated tax that places wealthier taxpayers in a higher bracket than lower income people.<\/p>\n<p>\u201cI think it\u2019s hard to predict\u201d but that the number would begin with a 5, Kennedy said when asked what the progressive tax rate would be and the state revenue it would yield.<\/p>\n<p>Both Biss and Pritzker claimed a progressive tax would adequately fund social services and education but were unable to state a specific figure. Biss cited the necessity for negotiations with members of the Illinois General Assembly before providing specifics.<\/p>\n<p>Hardiman said his 1-10 percent graduated income-based plan could bring in an additional $3 billion in revenue.<\/p>\n<p>\u201cTaxes are too high already,\u201d said Marshall, calling a graduated tax plan a disaster. Marshall, who wants to divide Illinois into three states, has run for numerous public offices on both Democratic and Republican tickets.<\/p>\n<p><strong>AMAZON HQ2 AND TAX BREAKS FOR CORPORATIONS<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Kennedy said he would not extend a permanent tax allowance to lure corporations such as\u00a0 Amazon to Illinois without \u201cpaying their fair share.\u201d<\/p>\n<p>\u201cI understand Amazon is a once in a generation opportunity, but that\u2019s no way to build an economy,\u201d he said. He added that the best way to improve the state\u2019s economy is to invest in higher education.<\/p>\n<p>Pritzker warned of a national \u201crace to the bottom\u201d when discussing the tax benefits cities offer to woo companies. But he expressed the pride he felt while helping to build Chicago into a tech hub.<\/p>\n<p>Biss signaled opposition to the Amazon headquarters, and cited the risk to local businesses as his motivation. \u201cIllinois needs a vibrant entrepreneurial economy, and that means a governor who\u2019s tough enough to sometimes say no, even if it\u2019s going to cause a bad headline in the short term,\u201d he said.<\/p>\n<p><strong>MADIGAN, BERRIOS AND PRITZKER\u2019S TOILET<\/strong><\/p>\n<p>Kennedy singled Pritzker out as a property tax manipulator, and called him the \u201cposter child of pay-to-play politics,\u201d with the removal of toilets as the basis of the argument. One of Pritzker\u2019s Gold Coast homes was deemed uninhabitable and his lawyers convinced Cook County Assessor Joe Berrios to dramatically lower the home\u2019s value, according to multiple media reports. This <a href=\"https:\/\/chicago.suntimes.com\/chicago-politics\/billionaire-illinois-governor-hopeful-jb-pritzker-let-mansion-fall-into-disrepair-saved-230000-on-taxes-on-uninhabitable-3-7-million-home-watchdogs-democrat\/\">allowed the billionaire to save $230,000 in property taxes<\/a>, according to the Chicago Sun-Times<u>.<\/u><\/p>\n<p>Pritzker dodged a question related to the tax break and his relationship with Illinois House Speaker Mike Madigan, a property tax lawyer. Biss pointed out the billionaire\u2019s unwillingness to answer the question and noted Pritzker\u2019s relationship with Madigan as a liability in the race against Rauner.<\/p>\n<p>\u201cIt\u2019s important to nominate someone with a record of standing up to Mike Madigan,\u201d Biss said, referring to himself.<\/p>\n<p>Pritzker outlined Biss\u2019 support of Madigan\u2019s campaign for Speaker of the House as his rebuttal.<\/p>\n<p>\u201cThat\u2019s the reason why people should vote for Tio Hardiman and Patricia Avery [for Lieutenant governor] because I have nothing to do with this mess,\u201d said Hardiman.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"featurecaption\">Photo at top: courtesy of NBC.
