{"id":7077,"date":"2015-02-18T18:25:34","date_gmt":"2015-02-19T00:25:34","guid":{"rendered":"http:\/\/news.medill.northwestern.edu\/chicago\/?p=7077"},"modified":"2015-02-19T14:02:45","modified_gmt":"2015-02-19T20:02:45","slug":"video-chicago-ordinance-against-puppy-mills-may-hurt-small-pet-shops","status":"publish","type":"post","link":"https:\/\/news.medill.northwestern.edu\/chicago\/video-chicago-ordinance-against-puppy-mills-may-hurt-small-pet-shops\/","title":{"rendered":"VIDEO: Chicago ordinance against puppy mills may hurt small pet shops"},"content":{"rendered":"<p>By Adam Banicki<\/p>\n<p><em>Story updated on Feb. 19 with details about federal lawsuit.<\/em><\/p>\n<p>The Chicago City Council voted 49-1 to ban the resale of certain animals in an attempt to rid the city of puppy mills. \u00a0The ordinance goes into effect next month.<\/p>\n<p>Owners of small neighborhood pet shops, such as Jim Sparks who owns Park Pet Shop in Mount Greenwood, feel it unfairly targets their sales of properly cared for animals.<\/p>\n<p><!--more--><\/p>\n<p><iframe title=\"Chicago ordinance against puppy mills to hurt small pet shops\" src=\"https:\/\/player.vimeo.com\/video\/120002262?dnt=1&amp;app_id=122963\" width=\"800\" height=\"450\" frameborder=\"0\" allow=\"autoplay; fullscreen\" allowfullscreen><\/iframe><\/p>\n<p>Spark&#8217;s small business is now trying to find a way to make up for the loss of 60% of its sales. \u00a0He hopes that by filing an injunction, the city will reconsider their decision and continue to allow the sale of safely obtained animals to Chicago residents.<\/p>\n<p>Just this week, Park Pet Shop, Inc. along with Pocket Puppies Boutique, Inc. and Cedar Woods Farms has filed a lawsuit in the United States District Court for the Northern District of Illinois.<\/p>\n<p>The suit is filed against the City of Chicago, city clerk Susana A. Mendoza and Sandra Alfred, executive director of the City of Chicago Department of Animal Care &amp; Control. The plaintiffs are seeking an injunction of the ordinance banning the sale of dogs, cats and rabbits coming from outside the state of Illinois. It is unclear when a hearing will be on the injunction request.<\/p>\n<p>Among several claims, one in the filing states: \u201cThe ordinance eliminates nearly all breeders in the United States, who are located outside of Illinois, from benefiting from Chicago\u2019s marketplace.\u201d<\/p>\n<p>Attorney Sean P.
