Weingarten <\/strong><br \/>\n<em>Medill Reports<\/em><\/p>\n<p class=\"dropcap\">While 12 of Chicago&#8217;s mayoral candidates addressed issues of housing, immigration, policing, among other critical issues at a packed forum, two zeroed in on an emerging but untested idea for a municipal public bank.<\/p>\n<p>\u201cWe need to create a municipal bank that is from the community, for the community, which will give us low-interest loans in those [low-investment] neighborhoods to help with economic development,\u201d said candidate Garry McCarthy, the former superintendent of the Chicago Police Department, speaking at the recent forum at the University of Illinois at Chicago.<\/p>\n<p><!--more--><br \/>\nSince 1919, <a href=\"https:\/\/bnd.nd.gov\/mission\/\">the Bank of North Dakota<\/a> has operated in conjunction with other financial institutions to provide assistance and promote commerce and industry in the state. Cities such as <a href=\"https:\/\/www.latimes.com\/business\/la-fi-public-bank-fail-20181107-story.html\">Los Angeles<\/a> and <a href=\"https:\/\/sftreasurer.org\/MunicipalBank\">San Francisco<\/a> have explored the concept of a municipal public bank in the past several years, but the Bank of North Dakota offers the <a href=\"https:\/\/www.bostonfed.org\/publications\/new-england-public-policy-center-research-report\/2011\/the-bank-of-north-dakota-a-model-for-massachusetts-and-other-states.aspx\">only U.S. model to examine<\/a>.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-75039\" src=\"https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/BND-final-1.jpg\" alt=\"\" width=\"1100\" height=\"417\" srcset=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/BND-final-1.jpg 1100w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/BND-final-1-300x114.jpg 300w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/BND-final-1-768x291.jpg 768w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/BND-final-1-1024x388.jpg 1024w\" sizes=\"(max-width: 1100px) 100vw, 1100px\" \/><\/p>\n<p>Most of the Bank of North Dakota\u2019s deposits come from state taxes and fees. The bank operates by providing agricultural, business, residential, and student loans and all bank profits are returned to the state.<\/p>\n<p>Unlike most commercial banks, however, the bank is not insured by the Federal Deposit Insurance Corporation (FDIC). The bank\u2019s insurance comes from the faith and credit of the State of North Dakota.<\/p>\n<p>The bank could even the playing field and overcome loan discrimination, according to McCarthy. Weingarten\/MEDILL)<\/figcaption><\/figure>\n<p>\u201c[A public bank] is government getting into a business where there is already well-established competition,\u201d said Michael Belsky, executive director of the Center for Municipal Finance at the Harris School of Public Policy at the University of Chicago.<\/p>\n<p>\u201cIf you want banks to be good corporate citizens and invest in areas that are under-served then you can do that through regulations and incentives,\u201d said Belsky, who expressed reservations about a public bank. Belsky served two terms as mayor of Highland Park from 2003 to 2011.<\/p>\n<p>Amara Enyia, the director of the Austin Chamber of Commerce, supported McCarthy\u2019s advocacy of the bank.<\/p>\n<p>\u201cI am glad that Garry McCarthy has adopted the hallmark of my economic platform, which is a public bank,\u201d said Enyia, a member of a national network of public finance professionals that advocate for public banks in cities and states across the country.<\/p>\n<p>At a separate event outlining her economic platform, Enyia said a public bank has the ability to be \u201ctruly transformative\u201d for the city.<\/p>\n<p>\u201cUltimately a public bank needs to be funded,\u201d Belsky said in an interview. \u201cIf they lend out money and are not getting an adequate return then someone is going to have to subsidize them and it would have to be the taxpayers.\u201d<\/p>\n<figure id=\"attachment_75040\" aria-describedby=\"caption-attachment-75040\" style=\"width: 1100px\" class=\"wp-caption alignnone\"><img decoding=\"async\" class=\"size-full wp-image-75040\" src=\"https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/Enyia-final-1.jpg\" alt=\"\" width=\"1100\" height=\"723\" srcset=\"https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/Enyia-final-1.jpg 1100w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/Enyia-final-1-300x197.jpg 300w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/Enyia-final-1-768x505.jpg 768w, https:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2019\/01\/Enyia-final-1-1024x673.jpg 1024w\" sizes=\"(max-width: 1100px) 100vw, 1100px\" \/><figcaption id=\"caption-attachment-75040\" class=\"wp-caption-text\">Amara Enyia prepares for the forum next to Bill Daley, the brother of former Chicago mayor Richard M. Weingarten\/MEDILL)<\/figcaption><\/figure>\n<p>Deon Lucas, a co-founder of a collective real estate business <a href=\"https:\/\/egwoode.com\/about\/\">E.G. Woode<\/a>, acknowledges another reason why public banking is more challenging than traditional financing&#8212;it requires everyone\u2019s voice to be heard.<\/p>\n<p>\u201cCooperatives and democracy really hurt,\u201d said Lucas, referencing the difficulties of organizing a collective business on a small-scale with multiple stakeholders at the decision-making table.<\/p>\n<p>E.G. Woode includes all the businesses it helps to finance in the decision-making process and that can be a struggle, said Lucas. But \u201cwhat came out of [the struggle] was more trust, more reliance, and more desire to push [the business] forward.\u201d<\/p>\n<p>For Enyia, the public bank is the centerpiece of her economic platform, but the idea stems from an underpinning of cultivating more civically engaged constituents across the city who participate in the decision-making process, including participatory budgeting at the ward-level.<\/p>\n<p>[soundcloud url=&#8221;https:\/\/api.soundcloud.com\/tracks\/563487123&#8243; params=&#8221;color=#ff5500&amp;auto_play=false&amp;hide_related=false&amp;show_comments=true&amp;show_user=true&amp;show_reposts=false&amp;show_teaser=true&#8221; width=&#8221;100%&#8221; height=&#8221;166&#8243; iframe=&#8221;true&#8221; \/]<\/p>\n<p>\u201cWe, as a city, are in a critical moment where we realize that the past and the status-quo has simply not worked and led us to where we are,\u201d said Enyia at the conclusion of a mayoral forum, hosted by the ACLU of Illinois. \u201cWhat\u2019s necessary is a new way of thinking and being.\u201d<\/p>\n<p>When asked if a public bank could be adapted to Chicago finances, given the structures in place, Enyia answered affirmatively.<\/p>\n<p>\u201cWe should be a leader on this issue [of a public bank] and if we do it, it sets a trend for the rest of the country.\u201d<\/p>\n<div class=\"featurecaption\">Photo at top: The One Chicago for All Mayoral Forum at the University of Illinois at Chicago on Jan. 12 featured 12 of the mayoral candidates, but only two &#8211; Garry McCarthy and Amara Enyia &#8211; backed the idea of a city public bank.
