Loud applause rang through the Kehrein Arts Center auditorium in Austin on the city\u2019s West Side as newly appointed Chicago Planning Commissioner Maurice Cox presented Mayor Lori Lightfoot\u2019s new INVEST South\/West initiative earlier this month.<\/p>\n

Residents and business owners, hopeful for an economic renewal, attended to hear how Cox intends to pump $750 million of public funds into 10 historically neglected neighborhoods on Chicago\u2019s South and West sides. <\/p>\n

\u201cNew York and L.A. are growing. Chicago is the only global city in America whose population is declining,\u201d said the New York native and former Detroit planning chief.<\/p>\n

Cox is credited<\/a> with rejuvenating disinvested parts of the Michigan City that resemble Chicago\u2019s own struggles.<\/p>\n

He attributed Chicago\u2019s declining population to African American families moving out.<\/p>\n

\u201cThis is a troubling trend that we think we know how to reverse,\u201d Cox said.<\/p>\n

INVEST South\/West focuses on the neighborhoods of Auburn Gresham, Austin, Englewood, Humboldt Park, New City, North Lawndale, Quad Communities, Roseland, South Chicago and South Shore.<\/p>\n

Cox\u2019s plan encourages public participation and focuses on improving streetscapes, public spaces, strengthening transportation networks, and repurposing vacant lots for public amenities and affordable housing, paving the way for equitable development and neighborhoods people would want to live in.<\/p>\n

Displays at the event encouraged residents to give their input about how and where resources should be targeted. Residents emphasized new spaces for youth activities and investment in local businesses. \u201cThe results are supposed to reflect community desires and needs, and no one knows that better than the people who live and work here,\u201d said Peter Strazzabosco, deputy commissioner of DPD. Some $500 million in public money has already been allocated for projects, such as improvements to the CTA Green Line. An additional $250 million provided by DPD is not yet allocated. Most of this funding comes from the Tax Increment Financing (TIF) program, which is meant to spur investment in \u201cblighted\u201d neighborhoods, but has faced criticism due to plans to use TIF funds to subsidize the Lincoln Yards and The 78 developments, both located in wealthier areas of the city. \u201cI don't think [TIF] would be so controversial if it had been used on the South Side and the West Side,\u201d Cox said. Humboldt Park resident Patrick Worthy (left)and Daryl Satcher of Oak Park. Satcher owns a production company in Austin. He described himself as \u201ccautiously optimistic\u201d about the initiative. Longtime Austin resident Arystine Danner is a librarian at the North Austin branch of the Chicago Public Library, where she has worked since 1993. \u201cIt\u2019s like the stock market,\u201d Danner said, describing the neighborhood\u2019s ups and downs. \u201cI feel like it might help a lot,\u201d she said of INVEST South\/West, \u201cAs long as there's follow-through.\u201d (Joel Jacobs\/Medill)<\/span><\/div><\/div><\/div><\/div><\/div>\n

\u201cOften we talk about our communities as if they are disadvantaged, or have some deficits,\u201d he said. “We decided to flip that script and start to talk about the strengths in our community that we know we can build on.”<\/p>\n

Cox added that the city will leverage these resources to attract private investments that will usher in greater economic development for these areas.<\/p>\n

\u201cFor those of you who feel it’s about time, I agree with you. For those of you who feel like, ‘Is this enough?’ this is the beginning,\u201d he said.<\/p>\n

Englewood resident Eric Hotchkiss, 36, who works at The School of the Art Institute of Chicago\u2019s North Lawndale facility, welcomed the initiative but wondered how long the plan will take to materialize.<\/p>\n

\u201cThere\u2019s been 80 years of disinvestment in these predominantly\u00a0 black neighborhoods, so there is a lot to catch up on and I wonder what is going to be their timeline for implementing the plan,\u201d he said.<\/p>\n

Planned improvements could drive up rents and property taxes, directly impacting communities living in these areas, Hotchkiss said. He added that this would not lead to displacement if job creation remains a top priority.<\/p>\n

\u201cI\u2019m curious to know if job creation will be at the forefront of this planning or will it just be capital improvements to beautify the physical space,\u201d he said.<\/p>\n

Accountant Sarah Gibson, who has family in Austin, said she is unsure how the city will employ local residents for these planned public works since many do not work for registered companies.<\/p>\n

\u201cIn our community, in general, people have some skills and they work individually more often than not.They don\u2019t have the requisite licenses or the half a million dollars in insurance they need to get contracted for work in the city,\u201d Gibson said.<\/p>\n

Dwayne Truss, 56, a 30-year Austin resident\u00a0 and a current member of the Chicago Board of Education, said the community will have to come together for INVEST South\/West to work.<\/p>\n

\u201cEverybody needs to go out and talk to their neighbor and say, ‘Hey, we got this great investment in the South and West sides of Chicago.’\u00a0 Educate the broader community,\u201d Truss said, \u201cThat would be a challenge, but the challenge is up to us to make sure we articulate that to our neighbors.\u201d<\/p>\n
