While many economists predicted stronger consumer spending in areas like retail with this gas windfall, drivers have other financial priorities in mind.<\/p>\n<p>The U.S. Energy Information Administration <a href=\"http:\/\/www.eia.gov\/todayinenergy\/detail.cfm?id=19211\" target=\"_blank\">forecasts<\/a> that the average U.S. consumer will spend nearly $550 less on gas in 2015 than in 2014. Meanwhile, a U.S. Department of Commerce <a href=\"http:\/\/www.bea.gov\/newsreleases\/national\/pi\/2015\/pi1214.htm\" target=\"_blank\">report<\/a> released this month showed that personal income increased $41.3 billion, or 0.3 percent, in December and a total of 3.9 percent in 2014 compared with 2.0 percent in 2013.<\/p>\n<p><!--more--><\/p>\n<p>Grant Erwin, 31, the owner of a full-size Chevy Silverado, is now able to fill his tank with $60, down from nearly $90 a year ago.<\/p>\n<p>\u201cHonestly, now I\u2019m a little more willing to drive,\u201d he said, noting one extra trip to Iowa to see his family. \u201cI don\u2019t worry as much about the price of gas now.\u201d<\/p>\n<p>The EIA also predicts that drivers can expect lower gas prices for the remainder of the year. Total average household expenditures on motor oil and gasoline in 2015 are projected to be the lowest in 11 years.<\/p>\n<p>Though economists expected consumers to spend their excess dollars on retail purchases, recent reports paint a different picture. December and January saw the first back-to-back monthly declines of <a href=\"http:\/\/www.census.gov\/retail\/marts\/www\/marts_current.pdf\" target=\"_blank\">retail sales<\/a> since mid-2012. December retail sales were down 9 percent from the year-earlier period, 9 percentage points below the consensus estimate. January fared only slightly better with retail sales down 8 percent from the year-earlier period, 4 percentage points below the estimate.<\/p>\n<p>But the food services and drinking establishments category in the report provided a\u00a0bright spot \u2013 sales were up 11.3 percent in January from a year earlier.<\/p>\n<p>\u201cYou are seeing some categories benefitting,\u201d said Morningstar Inc.\u2019s RJ Hottovy said of the bump in restaurant sales. \u201cBut for the most part I think the freedom of spending is being offset by other pressures.\u201d<\/p>\n<p>Hottovy said cost of living increases in categories like rent and healthcare are muting the benefit of lower gas prices.<\/p>\n<p>\u201cYou still have a number of other headwinds that are really keeping a lid on overall consumer spending,\u201d he said.<\/p>\n<p>Consumers could be feeling the residual effect of harder economic times, according to Scott Baker, assistant professor of finance at the Kellogg School of Management at Northwestern University.<\/p>\n<p>In a paper published this month, Baker explained that \u201cthe impact on real consumption decisions comes\u2026from the diminished liquidity and borrowing capacity\u201d of households. Baker believes consumers will decide to spend only when they feel they have sufficient liquid assets.<\/p>\n<p>Consumers \u201cmay be taking advantage of this decline in gas prices to build up some liquid savings,\u201d Baker said in an interview.<\/p>\n<p>The personal savings <a href=\"http:\/\/www.bea.gov\/newsreleases\/national\/pi\/2015\/pi1214.htm\" target=\"_blank\">rate<\/a> was 4.9 percent in December 2014, compared with 4.3 percent in November, while personal consumption decreased $40 billion, or .3 percent.<\/p>\n<p>But economist Scott Hoyt, senior director for Moody\u2019s Analytics, doesn\u2019t believe the savings trend will continue, opining that consumers may simply not realize the true size of their windfall.<\/p>\n<p>\u201cA windfall of any sort will take time to show up,\u201d he said.<\/p>\n<p>Some consumers, on the other hand, sense that the days of low gas prices are numbered.<\/p>\n<figure id=\"attachment_8828\" aria-describedby=\"caption-attachment-8828\" style=\"width: 699px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/02\/Oil-prices-graph.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-8828 size-full\" src=\"http:\/\/news.medill.northwestern.edu\/chicago\/wp-content\/uploads\/sites\/3\/2015\/02\/Oil-prices-graph.png\" alt=\"Oil prices graph\" width=\"699\" height=\"511\" srcset=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2015\/02\/Oil-prices-graph.png 699w, https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/WP%20Media%20Folder%20-%20medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2015\/02\/Oil-prices-graph-300x219.png 300w\" sizes=\"(max-width: 699px) 100vw, 699px\" \/><\/a><figcaption id=\"caption-attachment-8828\" class=\"wp-caption-text\">Crude oil prices are currently under $50 per barrel. It\u2019s a limited resource.\u201d<\/p>\n<p>Erwin, the Silverado driver, agreed.
