While foregoing an immediate fare hike, the MTA has <\/span><a href=\"https:\/\/www.mta.info\/press-release\/mta-headquarters\/facing-worst-financial-crisis-its-history-mta-outlines-proposed-2021\"><span style=\"font-weight: 400\">threatened mass layoffs<\/span><\/a><span style=\"font-weight: 400\"> and service cuts of up to 50% as it faces the \u201cthe worst financial crisis in agency history.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">MTA officials have turned to federal emergency relief and increased borrowing from the Federal Reserve to stay above water. <\/span><a href=\"https:\/\/new.mta.info\/coronavirus\/ridership\"><span style=\"font-weight: 400\">Depressed ridership<\/span><\/a><span style=\"font-weight: 400\"> due to COVID-19 and <\/span><a href=\"https:\/\/new.mta.info\/coronavirus\/cleaning\"><span style=\"font-weight: 400\">overnight cleaning<\/span><\/a><span style=\"font-weight: 400\"> procedures are placing an intense financial strain on the MTA and riders, including essential workers and low-income communities of color. Without a massive financial turnaround, the agency\u2019s badly needed <\/span><a href=\"https:\/\/new.mta.info\/capital\/2020CapitalProgram\"><span style=\"font-weight: 400\">improvement projects<\/span><\/a><span style=\"font-weight: 400\"> remain delayed and riders, still at risk of service reductions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe COVID-19 pandemic has exacted an extreme personal and financial toll on our agency and our dedicated employees, surpassing that of the aftermath of 9\/11, the Great Recession of 2008-09 and even the Great Depression,\u201d said MTA Chairman and CEO Patrick Foye at <\/span><a href=\"https:\/\/www.nysenate.gov\/calendar\/public-hearings\/january-26-2021\/joint-legislative-public-hearing-2021-executive-budget\"><span style=\"font-weight: 400\">public hearing<\/span><\/a><span style=\"font-weight: 400\"> on Gov.
