It was mid-March in the early months of the COVID-19 pandemic, and they were buying a treadmill the day before California\u2019s shelter-in-place order would shut down all nonessential services in the state.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The man in line in front of them, 6 feet away, turned around. He looked at Jeung. He looked at Matthew. The man said nothing but took several very deliberate steps away from them.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Jeung glanced once more at Matthew. Yes, he had noticed it too.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The next line over, a long string of people stood in an hourlong wait to buy ammunition.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI put those two scenes together,\u201d Jeung said. \u201cOne, people see us as a threat. They\u2019re shunning us. Two, people are arming themselves against a threat. And I realized, that\u2019s us. They\u2019re arming themselves against us. They see us as a foreign threat to America.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">One year later, on the opposite coast in New York City, Chris Kwok watched the news in horror as security footage played of a man <\/span><a href=\"https:\/\/abc7ny.com\/queens-bakery-assault-flushing-asian-woman-assaulted-olivia-munn\/10350461\/\"><span style=\"font-weight: 400\">shoving a 52-year-old<\/span><\/a><span style=\"font-weight: 400\"> Asian American woman to the ground outside a bakery in Queens \u2014 shoved her so violently that she was hospitalized and required 10 stitches.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Kwok\u2019s elderly parents live one block away from that bakery.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI grew up in Flushing,\u201d said Kwok, a board member for the Asian American Bar Association of New York. \u201cI know that corner intimately well. My mom goes down to that very corner to shop. I\u2019ve walked it a thousand times. So when I was reading the reports of what happened there, it just felt closer and closer.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95679\" aria-describedby=\"caption-attachment-95679\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-95679 size-full\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8361.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><figcaption id=\"caption-attachment-95679\" class=\"wp-caption-text\"><em>Asian Americans have reported acts of discrimination in businesses such as restaurants, bakeries and grocery stores. (Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">For Asian Americans across the country, the uptick in blatant violence and assault \u2014 in spittings, shovings, slashings and killings \u2014 has bred a sense of intense fear and anger. In 2020 alone, more than 3,000 attacks on Asian Americans were reported to the national <\/span><a href=\"https:\/\/stopaapihate.org\/\"><span style=\"font-weight: 400\">Stop AAPI Hate<\/span><\/a><span style=\"font-weight: 400\"> coalition. In fact, the past year has retraumatized some with a renewal of the ethnoviolence they endured in both their homeland and in the U.S.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Nolan Zane, a psychology professor at the University of California, Davis, and director of the <\/span><a href=\"https:\/\/aacdr.ucdavis.edu\/\"><span style=\"font-weight: 400\">Asian American Center on Disparities Research<\/span><\/a><span style=\"font-weight: 400\">, recalled the culture shock of moving to San Francisco at age 8. As a fourth-generation Chinese American who grew up in Asian-majority areas of Hawaii, he learned quickly that on the mainland, race relations were different. It was 1959, and anti-Japanese sentiment in the wake of World War II racked Asian American communities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI can remember my brother and I getting into fights at school, getting taunted, getting chased by bigger kids in the neighborhood,\u201d Zane said. \u201cThere were times when we were essentially running for our lives.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95688\" aria-describedby=\"caption-attachment-95688\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-95688\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8427.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><figcaption id=\"caption-attachment-95688\" class=\"wp-caption-text\"><em>(Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Jeung said he also feels as though he is reliving not just his own experiences with racism, but his parents and great-grandparents\u2019 trauma as well, from his family\u2019s fishing village in Monterey, California, being <\/span><a href=\"https:\/\/www.sfgate.com\/news\/article\/Monterey-excavation-reveals-Chinese-fishing-3247099.php\"><span style=\"font-weight: 400\">burned down<\/span><\/a><span style=\"font-weight: 400\"> in a devastating act of anti-Chinese hate three generations ago to his parents being forced by discriminatory <\/span><a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3081670\"><span style=\"font-weight: 400\">land covenants<\/span><\/a><span style=\"font-weight: 400\"> to solicit the help of white people to buy their home.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Both Jeung and Zane said, since then, racism has become more covert, often cloaked in microaggressions and implicit biases. But deep-rooted racist attitudes flared to the surface in 2020, fueled by former President Donald Trump\u2019s incendiary rhetoric around the COVID-19 virus. Zane stressed that Trump\u2019s use of terms like \u201c<\/span><a href=\"https:\/\/www.nbcnews.com\/news\/asian-america\/trump-can-t-claim-kung-flu-doesn-t-affect-asian-n1231812\"><span style=\"font-weight: 400\">Kung Flu<\/span><\/a><span style=\"font-weight: 400\">\u201d and \u201cChina virus\u201d effectively gave license to target and discriminate against Asian Americans, exploiting familiar scapegoating tactics that prey upon people\u2019s existing prejudices.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The same prejudices that drove people to plainly deny Asians housing or jobs because of their ethnicity a generation ago drive people to make mocking insults and microaggressions now \u2014 and to overlook Asian American racial issues entirely.<\/span><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><i><span style=\"font-weight: 400\">Nolan Zane recounts one of many microaggressions he has experienced as an Asian American and says the rise in direct anti-Asian violence during COVID-19 is merely a manifestation of racist attitudes that have always existed.<\/span><\/i><\/p>\n<audio class=\"wp-audio-shortcode\" id=\"audio-95669-2\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/Nolan-Zane-Audio-Story.mp3?_=2\" \/><a href=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/Nolan-Zane-Audio-Story.mp3\">https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/Nolan-Zane-Audio-Story.mp3<\/a><\/audio>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">The dismissiveness with which Asian experiences are treated speaks to the broader <\/span><a href=\"https:\/\/reflections.yale.edu\/article\/future-race\/make-invisible-visible-interrogating-race-and-racism\"><span style=\"font-weight: 400\">invisibility of Asian Americans<\/span><\/a><span style=\"font-weight: 400\"> in the U.S., according to a reflection written by Keun-Joo Christine Pae, a religion\/ethics professor at Denison University. Anti-Asian racism, she argues, a persistent, pernicious force, is inextricably linked to the identity assigned of Asians in this country, which is one of perforated invisibility.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><iframe title=\"The Invisible Asian American\" src=\"https:\/\/player.vimeo.com\/video\/525649167?dnt=1&amp;app_id=122963\" width=\"800\" height=\"450\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture\" allowfullscreen><\/iframe><br \/>\n<i><span style=\"font-weight: 400\">The duality of the Asian American identity casts even sixth-generation Americans as \u201cthe other.\u201d<\/span><\/i><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Cast as insiders in a racial hierarchal narrative that characterizes them as \u201chonorary whites\u201d or \u201cwhite-adjacent,\u201d Asian Americans have been lumped into a monolith and told the racism they experience is, in fact, not racism because they are \u201cwhite-adjacent.\u201d Experts say they are then <\/span><a href=\"https:\/\/www.npr.org\/sections\/codeswitch\/2017\/04\/19\/524571669\/model-minority-myth-again-used-as-a-racial-wedge-between-asians-and-blacks\"><span style=\"font-weight: 400\">pit against<\/span><\/a><span style=\"font-weight: 400\"> other racial groups, especially Black people, through the perpetuation of the \u201c<\/span><a href=\"https:\/\/thepractice.law.harvard.edu\/article\/the-model-minority-myth\/\"><span style=\"font-weight: 400\">model minority<\/span><\/a><span style=\"font-weight: 400\">\u201d myth.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe idea that Asian Americans are not an oppressed minority means that if I yell at this person to go back home or tell them they don\u2019t belong here or spit on them because they brought the virus, then that\u2019s not really racism,\u201d said Karen Suyemoto, a professor of psychology and Asian American studies at the University of Massachusetts, Boston. \u201cPeople are being attacked. People are dying, but we\u2019re being told we don\u2019t have any problems. That increases a sense of alienation, a sense of questioning our connection and belonging. I\u2019m hearing Asian American students, colleagues and friends around the country asking, \u2018Don\u2019t people care about us?\u2019\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95682\" aria-describedby=\"caption-attachment-95682\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-95682\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8390.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><figcaption id=\"caption-attachment-95682\" class=\"wp-caption-text\"><em>(Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">But the narrative that erases Asian American issues and frames them as an insider \u201cmodel minority\u201d is two-sided. Jeung said during times of war, pandemic and economic stress, Asians are perceived instead as outsiders: perpetual foreigners to be scapegoated, excluded, even exterminated.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"padding-left: 40px\"><span style=\"font-weight: 400\">\u201cPeople spray us with disinfectant during COVID,\u201d Jeung said. \u201cTo them, we\u2019re not only infected. We are the infection.\u201d<\/span><\/h2>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95687\" aria-describedby=\"caption-attachment-95687\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-95687\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8410.jpg\" alt=\"\" width=\"2560\" height=\"1730\" \/><figcaption id=\"caption-attachment-95687\" class=\"wp-caption-text\"><em>(Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Perforated invisibility \u2014 sometimes invisible insiders, sometimes targeted outsiders \u2014 means Asians living in the U.S. exist in a unique in-between space that can gaslight even fifth- and sixth-generation Americans into feeling their experiences don\u2019t matter and <\/span><a href=\"https:\/\/www.usatoday.com\/story\/news\/2020\/12\/17\/covid-19-era-shows-normalization-racism-against-asians\/6515353002\/\"><span style=\"font-weight: 400\">they don\u2019t belong<\/span><\/a><span style=\"font-weight: 400\">, Suyemoto said.<\/span><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left\"><i><span style=\"font-weight: 400\">Russell Jeung talks about the impact of the insider-outsider divide on the Asian American identity and on his personal sense of belonging to America.<\/span><\/i><\/p>\n<audio class=\"wp-audio-shortcode\" id=\"audio-95669-3\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/Russell-Jeung-Audio-Story.mp3?_=3\" \/><a href=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/Russell-Jeung-Audio-Story.mp3\">https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/Russell-Jeung-Audio-Story.mp3<\/a><\/audio>\n<p>&nbsp;<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Now, as communities try to reckon with the rise in ethnoviolence, Asian American leaders say education, exposure and accurate data reporting are critical.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Stop AAPI Hate <\/span><a href=\"https:\/\/stopaapihate.org\/actnow\/\"><span style=\"font-weight: 400\">urges increased funding<\/span><\/a><span style=\"font-weight: 400\"> for outreach programs, community trainings and public anti-racism education initiatives, including ethnic studies courses in schools, to build racial empathy and reframe what it means to be an American. It also supports <\/span><a href=\"http:\/\/www.asianpacificpolicyandplanningcouncil.org\/wp-content\/uploads\/SAH-welcomes-Biden-memorandum.pdf\"><span style=\"font-weight: 400\">expanding civil rights<\/span><\/a><span style=\"font-weight: 400\"> protections to ensure Asian Americans have safe access to goods and services. Jeung said 40% of the organization\u2019s reported cases have occurred in retail outlets and grocery stores in what he said amounts to denial of public accommodations and a violation of civil rights. Stop AAPI Hate is working with state agencies in California to expand the <\/span><a href=\"https:\/\/www.loc.gov\/exhibits\/civil-rights-act\/legal-events-timeline.html\"><span style=\"font-weight: 400\">civil rights codes of the 1960s<\/span><\/a><span style=\"font-weight: 400\"> to incorporate provisions that address the different kinds of discrimination Asian Americans now face. Jeung encourages other states to follow suit.<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95680\" aria-describedby=\"caption-attachment-95680\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-95680\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8367.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><figcaption id=\"caption-attachment-95680\" class=\"wp-caption-text\"><em>(Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">At the same time, community leaders across the board are calling for a system of <\/span><a href=\"https:\/\/www.advancingjustice-alc.org\/programs\/criminal-justice-reform\/\"><span style=\"font-weight: 400\">restorative justice<\/span><\/a><span style=\"font-weight: 400\"> that emphasizes mediation and holds perpetrators accountable without contributing to mass incarceration. While Kwok believes there is a role for police in the event of serious injury or death, in the majority of cases, both he and Jeung agree that reconciliation is key.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cTo break the cycle of violence, you need the perpetrator not to be incarcerated, but to learn and be empathetic, and you need the victim to be able to forgive,\u201d Jeung said. \u201cRestorative justice models help both sides reconcile, and that\u2019s what our country needs. More than punitive measures and policing measures, we need healing measures and mediating measures.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95689\" aria-describedby=\"caption-attachment-95689\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-95689 size-full\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8437.jpg\" alt=\"\" width=\"2560\" height=\"1850\" \/><figcaption id=\"caption-attachment-95689\" class=\"wp-caption-text\"><em>(Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Collecting accurate data on racially motivated incidents is another integral step. Zane said underreporting is especially detrimental because it makes the problems of a historically invisible racial group that much easier to dismiss. The importance of documenting these cases is not lost on Jeung, who \u2014 recognizing the alarming <\/span><a href=\"https:\/\/www.nbcnews.com\/news\/asian-america\/why-asian-american-covid-data-picture-so-incomplete-n1243219\"><span style=\"font-weight: 400\">lack of data<\/span><\/a><span style=\"font-weight: 400\"> on Asian American issues \u2014 launched his organization with the express purpose of preventing the erasure of anti-Asian racism during the pandemic.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Reporting centers like Stop AAPI Hate, together with community advocacy groups, play a vital role in filling the gaps left by traditional agencies and providing culturally responsive, multilingual services to people of color. Asian American leaders of <\/span><a href=\"https:\/\/www.cacf.org\/\"><span style=\"font-weight: 400\">these organizations<\/span><\/a><span style=\"font-weight: 400\"> urge the need for more funding, better collaboration with elected officials and stronger solidarity with other groups advancing racial justice to resist oppression of all kinds.<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_95685\" aria-describedby=\"caption-attachment-95685\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-95685\" src=\"https:\/\/s3.amazonaws.com\/medill.wordpress.offload\/wp-media-folder-medill-reports-chicago\/wp-content\/uploads\/sites\/3\/2021\/03\/IMG_8405.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><figcaption id=\"caption-attachment-95685\" class=\"wp-caption-text\"><em>(Ester Wells\/Medill)<\/em><\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">But getting at the roots of anti-Asian oppression means rewriting the narrative that selectively casts a mask of invisibility on Asian Americans. This, in turn, requires education down to the youth level. But he has been heartened by the galvanization of the Asian American community in response.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cAt this moment, we see violence against our elders, but we also see people using social media, going to rallies, supporting Chinatowns and volunteering to escort elders. We see celebrities and elected officials denouncing the hate. Now, corporations are paying attention. Government leaders are paying attention. Media is paying attention, and that\u2019s because the Asian American has lifted up its voice. We\u2019re not trying to just stop what\u2019s happening.
